Requirements
  • A Master's degree in Counselling Therapy, Psychology, Psychotherapy, or Social Work, with eligibility and willingness to register with a regulatory body.
  • Significant clinical experience involving assessment and exposure to acute, chronic, and persistent mental illness; treatment or case management of clients with mental illness; work with clients of varied ages and intellectual abilities; exposure to addictions-related issues; and work in varied mental health and community settings.
  • Strong health assessment skills to conduct physical, mental, psychosocial, and functional environmental assessments for screening, monitoring, treatment, and referral.
  • Extensive knowledge of the provincial health system, including primary, home, and community care programs and services across the health and social care continuum.
  • Registration with, or eligibility for registration with, the Prince Edward Island Social Work Registration Board, College of Counselling Therapists of Prince Edward Island, or Psychologists Registration Board.
  • Experience collaborating with agencies, psychiatry, medical providers, law enforcement, or emergency medical services; experience on interdisciplinary teams; program development; and extensive case management.
  • Independent professional judgment, initiative, self-reliance, and adaptability in developing, organizing, and formulating case information.
  • Critical thinking, clinical judgment, and independent decision-making skills to develop, monitor, and implement care plans.
  • Oral and written communication, problem-solving, conflict resolution, negotiation, crisis-handling, and the ability to lead a multidisciplinary team, project, or committee as appropriate.
  • Ability to work reliably within a team while respecting professional boundaries, cultural differences, and team decisions; work independently with minimal supervision; and adapt to a changing environment.
  • Proficiency with computer systems technology, including data and information retrieval, entry, analysis, and application from diverse sources.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition, the Mental Health Act, the Criminal Code Review Board, and crisis intervention in a mental health setting.
  • Nonviolent Crisis Intervention training.
  • Suicide risk assessment training.
  • Violence risk assessment training.
  • A valid driver's license.

Responsibilities
  • Staff the Mental Health and Addictions Access Line, which operates 24 hours per day, seven days per week, 365 days per year.
  • Work during Mobile Crisis Team operating hours and non-operating hours, including rotating 8- and 12-hour day and night shifts.
  • Provide immediate responses on the crisis line, triage crisis calls, and contact police, emergency medical services, or the Mobile Crisis Team after assessment when needed.
  • Assess potential risks to Mobile Crisis Team members in the outreach environment.
  • Use crisis intervention skills to understand factors contributing to client distress and develop working case formulations.
  • Use verbal strategies to engage distressed clients, de-escalate callers, and diffuse emergency or crisis situations.
  • Support caregivers by helping diffuse conflict between clients and caregivers.
  • Make clinical decisions about risks and crises and provide crisis intervention when appropriate.
  • Triage incoming client calls, assess health care needs, answer questions about health promotion, disease prevention, and chronic disease management, manage and monitor existing clients, assist with system navigation, and make referrals when appropriate.
  • Perform comprehensive and focused health assessments, including mental health, risk, health history, and physical assessments, using a holistic framework and techniques relevant to each client's development, education, environment, support networks, culture, health, and health conditions.
  • Initiate client records and care plans upon initial contact with clients or their care providers and facilitate ongoing care.
  • Build positive relationships and partnerships with Mobile Crisis Team members, law enforcement, emergency medical services, hospitals, mental health and social service agencies, medical providers, and community partners.
  • Provide follow-up check-ins for people who have experienced a crisis, using telephone intervention or deploying a Mobile Crisis Team as appropriate.
  • Educate the community about the functioning and limitations of the Mobile Crisis Service.
  • Respond to emergency calls and address potential crises with Mobile Crisis Team members.
  • Apply knowledge of suicidal, self-destructive, homicidal, and aggressive behaviors and their risk factors to assess potential harm to clients or others.
  • Apply knowledge of mental illness, cognitive functioning, medical comorbidity, and substance abuse to formulate clinical impressions and recommendations.
  • Provide referrals to community resources aligned with clients' treatment plans.
  • Collaborate with community partners to ensure timely client service and help avoid unnecessary emergency room visits.
  • Provide staff training, workshops, and information sessions.
  • Participate in the development and implementation of administrative and clinical programs as directed by the supervisor.
  • Assist with monitoring and evaluating services, including providing statistics, case reviews, and reports for complaints and compliments.
  • Develop knowledge and skills related to emerging treatment and service requirements.
  • Participate in team meetings, staff meetings, and scheduled case reviews.
  • Provide teleconsultation, client crisis and risk assessment, remote monitoring, Mobile Crisis Team support, referral and navigation, case management and follow-up, and system support services.
  • Use telecommunications technologies, including computers, the internet, telephones, text messaging, email, radio, tablets, video and audio conferencing, computer information systems, digital platforms, and emerging health technologies, to deliver and coordinate care.

  • Experience working with clients with complex needs, chronic illness, mental illness, substance use or addiction, concurrent disorders, and cognitive decline.
  • Proficiency in both English and French.
