Requirements

  • Possession of, or ability to obtain, a valid South Dakota driver's license appropriate for the vehicles or equipment operated.
  • Possession of, or ability to obtain, applicable International Code Council Residential and Commercial Inspector certifications.
  • Possession of, or ability to obtain, applicable South Dakota Department of Agriculture and Natural Resources wastewater certification.
  • Possession of, or ability to obtain, applicable floodplain management certification.
Responsibilities
  • Perform advanced professional planning work and coordinate County planning activities.
  • Assist with the development, review, and revision of County plans, ordinances, regulations, standards, and procedures.
  • Prepare and present planning-related items to the Planning Commission and Board of Commissioners.
  • Conduct and manage planning studies and special projects.
  • Prepare technical reports, findings, and recommendations.
  • Provide professional planning assistance to developers, engineers, surveyors, property owners, and the public.
  • Assist with GIS-related activities, including obtaining, reviewing, and analyzing mapping and property data.
  • Use GIS to prepare planning reports, maps, and analyses, including agricultural land assessment data.
  • Assist with preparing mobile field maps and other GIS products and maintaining accurate planning-related GIS data.
  • Assist with permitting, plan review, building inspection, and development activities.
  • Provide technical assistance regarding permitting, plan review, construction inspections, and related requirements.
  • Assist with recommending revisions to building and construction ordinances and standards.
  • Assist with the review and approval of residential and commercial wastewater systems.
  • Assist with subdivision inspections involving roadways, water systems, water retention systems, fire protection systems, and related infrastructure.
  • Investigate and enforce County codes and ordinances.
  • Respond to nuisance and other code-related complaints and prepare nuisance orders and other enforcement documents.
  • Issue tickets and court summons as authorized, coordinate corrective actions, and provide testimony in court as needed.
  • Assist the County Floodplain Administrator with the County floodplain management program.
  • Review and evaluate floodplain development permit applications and provide technical information regarding floodplain development requirements.
  • Assist with FEMA audits, the Community Rating System, potential floodplain ordinance violations, required FEMA files and records, stormwater permitting activities, and annual reporting requirements for the State of South Dakota.
  • Assist with the County 911 addressing program, including assigning and maintaining physical addresses and reviewing addressing requests.
  • Coordinate with County staff, emergency services, municipalities, postal services, utilities, and other agencies regarding addressing issues.
  • Apply applicable County and emergency response addressing standards.
  • Provide technical guidance, training, and assistance to department staff and County personnel on planning, permitting, GIS, inspection, floodplain management, addressing, and related requirements.
  • Promote consistent application of County policies, ordinances, standards, and procedures.
