Requirements
  • Twenty years of experience as a systems engineer in programs and contracts of similar scope, type, and complexity is required.
  • Demonstrated experience planning and leading systems engineering efforts is required.
  • A bachelor’s degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required; five years of additional systems engineering experience may substitute for the degree.
  • An active TS/SCI security clearance with an agency-appropriate polygraph is required.
  • Experience developing Infrastructure as Code and scripting to automate tasks, provision managed services, and build tools is required.
  • Experience with Terraform, Ansible, and Python is required.
  • Experience installing, configuring, and performance-tuning Kubernetes and cloud-native logging and metrics collection tools such as Elasticsearch, Grafana, and Prometheus is required.
  • Experience managing GitLab continuous integration and continuous delivery pipelines using GitLab runners and Argo CD is required.
  • Experience managing commercial cloud computing platforms, including Amazon Web Services, is required.
  • Ability to communicate and collaborate effectively with team members and stakeholders is required.
Responsibilities
  • Design, implement, and maintain DevOps resources for multiple product teams and enable teams to automate build and deployment where possible.
  • Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Develop technical documentation, system architecture documentation, and system design documentation.
  • Guide system development and implementation planning through assessment or preparation of systems engineering management plans and system integration and test plans.
  • Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
  • Maintain technical integrity of systems engineering work and deliverables.
  • Contribute to systems engineering documentation, including Systems Engineering Plans, Initial Capabilities Documents, requirements specifications, and Interface Control Documents.
  • Manage system and derived requirements to ensure production systems are compatible with defined architectures, including the Department of Defense Architecture Framework and service-oriented architecture.
  • Assist with developing and allocating system and functional requirements to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews.
  • Participate in Integrated Product Teams to design new capabilities based on development and operational considerations.
  • Participate in interface definition, design, and configuration changes throughout the system life cycle.
  • Allocate real-time process budgets and error budgets to system and subsystem components.
  • Derive stakeholder needs, system functions, and lower-level requirements from higher-level requirements, ensuring they are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Establish and gain approval for system or component definitions, including requirements, designs, interfaces, and test procedures.
  • Define verification methods, processes, and evaluation criteria in written plans.
  • Develop system design solutions that satisfy system requirements and functional analyses.
  • Develop derived requirements for information assurance services and security mechanisms, including identification, authentication, access control, accountability, passwords, cryptography, hashing, and key management.
  • Review and provide input to work breakdown structures, work packages, and integrated master plans.
  • Provide technical direction for the development, engineering, interfacing, integration, and testing of complex hardware and software systems.
  • Implement service-oriented architecture solutions and applicable DoDAF architecture views.
  • Develop operational scenarios and an Operational Concept describing interactions among the system, user, and environment.
  • Review and approve systems engineering documentation for accuracy, completeness, and alignment with system needs.
  • Conduct quantitative analysis of non-functional system performance areas such as reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish procedures for coordinating system integration activities among multiple teams and ensuring interface coverage.
  • Capture interface designs in a common interface control format and store interface data in an accessible repository.
  • Prepare timeline analysis diagrams illustrating time-dependent functions.
  • Control and manage requirements changes, including impact analysis, stakeholder approval, traceability, and action tracking.
  • Assess program risks, determine probability and quantified consequences of failure, and manage risks using earned value management data.
  • Maintain the technical integrity of the system baseline throughout development, deployment, operations, and maintenance.
  • Plan verification efforts for new and unproven designs with system stakeholders.
  • Support planning and test analysis for Department of Defense certification and accreditation and other government certification and accreditation processes.
  • Support development and review of Joint Capability Integration and Development System documents.
  • Conduct end-to-end system trade analyses to optimize life-cycle operations.
  • Improve integration strategies based on prior decisions and integration performance.
  • Define software interfaces by origination, destination, stimulus, and data characteristics, and hardware interfaces by electrical and mechanical characteristics.
  • Use validated models, simulations, and prototypes to mitigate development risk and reduce cost.
  • Develop risk responses, workarounds, and fallback positions, and monitor risks at appropriate milestones.
  • Maintain and apply current agency, national, and international standards for system development, consistency, and interoperability.
  • Review and control the evolving configuration of hardware, software, and associated documentation.
  • Serve as a member of the Configuration Control Board.
