Requirements
  • A Bachelor’s degree in human resources, Business, or a related field, or equivalent relevant experience; typical experience is 9 years with a Bachelor’s degree, 7 years with a Master’s degree, or 5 years with a PhD.
  • At least 9 years of relevant Human Resources Business Partner and/or Senior Human Resources Generalist experience.
  • Significant experience in leadership and organizational development and in one or more of employee relations, workforce planning, continuous process improvement, or change management.
  • Experience developing and implementing complex organizational change and communication strategies, including implementation plans and related process and communication documents.
  • Leadership and coaching experience, including influencing and presenting to senior management.
  • Experience consulting with business units on workforce planning, talent assessments, and performance management.
  • Demonstrated success developing and implementing human capital strategies supporting business objectives and goals.
  • Strong understanding of federal and state employment laws and regulations related to employment matters.
  • Communication, problem-solving, and negotiation skills.
  • Ability to professionally influence managers to reach effective, comprehensive business decisions.
  • Ability to balance independent consultation and problem resolution while understanding the broader context of JPL’s culture and obligations as a federally funded research and development center.
  • Ability to manage competing strategic and day-to-day consulting priorities in partnership with other Human Resources functions.
  • Ability to work independently and on teams with agility and creativity while considering business requirements.
  • Strong collaboration skills across all organizational levels.
Responsibilities
  • Partner with laboratory organizations on strategic talent development, organizational assessment, employee relations, legal compliance, change management, and organizational design issues.
  • Lead or support the development and implementation of Human Resources programs, policies, processes, and services.
  • Understand JPL’s business and partner with leaders and employees to determine human capital solutions and project work that support organizational goals.
  • Collaborate with Talent Development and Business Managers to guide, advise, and support leaders with organizational strategies and priorities.
  • Resolve complex Human Resources issues involving Talent Acquisition, Workforce Planning, Compensation, Benefits, Talent Development, Leave of Absence, and Employee Relations programs.
  • Provide input on Human Resources policies and programs to functional Human Resources organizations and management.
  • Consult with employees and management to resolve inquiries and escalate issues when necessary.
  • Provide communications support for Human Resources programs including Tuition Reimbursement, Relocation, Awards, and New Employee Orientation.
  • Provide project management and administrative support for projects and programs within the AskHR Solutions Center.
  • Partner with management and employees at all levels to provide human capital solutions and support hiring, development, and retention of talent.
  • Lead or participate in Human Resources project teams such as Leadership Development Programs and Employee Engagement.
  • Define human capital needs, solutions, processes, and capabilities that enable the organization to attract, retain, and develop talent.
  • Develop working relationships with managers and employees across assigned organizations and partner on Human Resources processes and activities.
  • Partner with Business Managers, compensation specialists, and other Human Resources team members on workforce planning aligned with organizational strategy and goals.
  • Support succession planning, talent reviews, identification of critical talent, and development needs.
  • Serve as the subject matter expert for compliance, maintain knowledge of legal requirements, provide policy guidance and interpretation, and partner with the legal department as needed.
  • Support managers in resolving employee relations issues through coaching and consulting, and partner with the Employee Relations team on investigations and complex employment issues.
  • Provide performance management guidance to line management, including coaching, counseling, career development, and disciplinary actions.
  • Identify and use data to support effective decision-making and ensure management measures human capital in meaningful ways.
  • Collaborate with the Talent Development team on organizational development, learning, and technical training programs.

Loft Orbital to deploy NASA JPL's AI software for real-time Earth disaster monitoring

Loft Orbital has secured an agreement with NASA's Jet Propulsion Laboratory to host and demonstrate AI software on its space infrastructure. The collaboration, part of JPL's Federated Autonomous MEasurement project funded by NASA's Earth Science Technology Office, will advance on-orbit AI capabilities for Earth science remote sensing. Flight demonstrations began in June 2026, with additional deployments scheduled through 2028. JPL's AI software aims to reduce data latency by processing information in near-real time, delivering urgent insights on wildfires, flooding and natural disasters to emergency responders. The spacecraft will demonstrate autonomous tip-and-queue tasking without ground intervention using intersatellite links. Founded in 2017, Loft Orbital has flown over 25 missions and operates facilities in San Francisco, Colorado and Toulouse, France.
