Requirements
  • The role requires 7-10 years of progressive business development experience in Department of Defense, preferably Army and Joint Agencies, within an information technology contracting environment.
  • The role requires 1-5 years of experience working closely with Capture Managers and Proposal Managers.
  • The candidate must be able to obtain a Secret clearance.
  • The candidate must be proficient in all Microsoft Office applications and have technical writing experience.
  • The candidate must have prior or current experience in one or more of the following domains: Enterprise Architecture, Enterprise IT, Cloud Migration, Cybersecurity, Software Development, Data Server Consolidation, or IT Modernization.
  • The candidate must have a four-year degree from an accredited university.
Responsibilities
  • Conduct market assessments and manage business development activities to support growth throughout Department of Defense information technology markets.
  • Identify and qualify new business development opportunities and assist with capture management and proposal development processes, including identifying, qualifying, and determining whether to bid on upcoming opportunities inside and outside assigned business areas.
  • Research competitors and create competitive analyses.
  • Understand and develop a Shipley competitive model.
  • Focus new business pursuits on the strategic-plan objectives of the supported business across markets including Enterprise Architecture, Enterprise IT, Cloud Migration, Cybersecurity, Software Development, Data Server Consolidation, IT Modernization, and artificial intelligence and machine learning applications or solutions.
  • Participate in the development of annual and long-range strategic business plans.
  • Support the Vice President of Business Development and corporate leadership with upcoming business development targets, market outreach events, Contract Industry Day events, and other important outreach events.
  • Drive requirements for marketing and trade show strategies, attend trade shows and networking events, manage trade show efforts, and keep trade show booths and materials current.
  • Meet with and maintain close relationships with new and current customers.
  • Shape opportunities.
  • Contact prospective customers through networking, referrals from current customers, point-of-contact listings from advance request-for-proposal postings, and professional organization meetings, conferences, and workshops.
  • Assist with and develop capture plans in a team environment.
  • Maintain accurate pipeline data for all leads and active pursuits, including probability-of-win calculations and revenue projections.
  • Perform initial analyses of proposed or actual capability requests and requests for proposals to determine technical, schedule, content, and profitability reasonableness.
  • Determine teaming requirements for prime efforts, identify and qualify industry partners, identify subcontracting teaming opportunities, and complete capability matrices.
  • Provide proposal development support and strategize request-for-information and request-for-proposal responses.
  • Lead the team and work well with others.
  • Serve as a subject matter expert for company business development, including capture and proposal efforts and elements.
  • Collaborate with company members to design, develop, and publish proposal documents.

  • Government contracting experience.
  • Current experience with Department of Defense information technology programs, specifically Army and Joint Agencies, managing project scope, quality, schedule, and cost at a senior level.
  • Proven ability to develop business at executive and mid-levels.
  • A proven management track record at the project level or higher demonstrating success in business development, government program or project management, and general management responsibilities.
  • Knowledge of decision makers, strategic direction, and major programs in the subject market space.
  • Ability to up-sell and expand services from existing contracts.
  • A successful track record developing business in new markets.
  • Excellent written and verbal communication skills.
  • Ability to develop and deliver effective sales presentations.
  • Excellent proposal development skills.
  • Demonstrated success targeting and winning services contracts.
  • Ability to develop and execute sales strategies leveraging partnerships with vendors and other industry partners.
  • Strong interpersonal and relational skills.
  • Detail orientation and the ability to multitask.
