Requirements
  • A bachelor's degree in construction management, cost management, quantity surveying, engineering, or a field related to construction is required.
  • A minimum of 3–5 years of relevant experience working in a cost management role in the construction industry is required.
  • Experience supporting cost management on medium- or large-sized construction projects is required.
  • Good knowledge of construction industry technical matters, including procurement routes, value management, and value engineering, is required.
  • Strong communication skills are required.
Responsibilities
  • Advise the client on strategies, manage vendor prequalification, assess proposals, bids, and bid-levelling documents, make final recommendations, chair bid interviews, and manage the appointment process.
  • Manage estimating services for the full project by developing project estimates, reviewing estimates prepared by junior team members, presenting estimates and value-engineering recommendations to the client, assessing risks, validating vendor costs, and benchmarking estimates against other projects.
  • Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with the client, maintaining a commercial risk register, and hosting periodic meetings with the project team and vendors.
  • Manage the cost-control process by reviewing payment-application assessments, liaising with project managers on contractor entitlements, reviewing vendor change-order requests, making client recommendations, and managing payment requisitions, change orders, and contractual disputes using dispute-prevention, management, and resolution procedures.
  • Manage and monitor the invoicing process.
  • Benchmark performance against other successful commissions.
  • Manage final accounting, post-contract audits, and account closeouts.
  • Conduct post-contract reviews with the client, document lessons learned, and apply those lessons to create training materials.
  • Develop procedures governing project handover.
  • Prepare and use Bid Analysis Sheets, Change Control Forms, cost-estimating software, and take-off software to perform the duties above.
  • Adhere to SOX control responsibilities where applicable.
Desired Qualifications
  • RICS accreditation or progress toward RICS accreditation is valuable.
  • Construction consultancy experience is strongly preferred.

Ministry of Finance equips national talent with latest global practices in asset management. The Ministry of Finance has entered into a strategic partnership agreement with the Asset Management Academy (AMA) and Turner & Townsend International Ltd. to deliver the Institute of Asset Management (IAM) training programmes. This will support the adoption of global best practices and international standards in asset management and further advance the government financial management ecosystem. The partnership aims to develop the professional capabilities of national talent across federal entities by equipping participants with advanced knowledge and practical skills that enhance their asset management capabilities. It will also support decision-making related to the planning and management of asset lifecycles, thereby contributing to greater institutional performance efficiency and maximising the value of government assets. The partnership is also aligned with the UAE's strategic direction to accelerate the adoption of digital technologies and artificial intelligence in government operations by developing skilled professionals capable of harnessing advanced technologies to enhance asset management efficiency and leveraging data to support planning and decision-making processes. The agreement was signed at the Ministry's offices in Dubai in the presence of Younis Haji AlKhoori, Undersecretary of the Ministry of Finance; Mariam Mohammed Al Amiri, Assistant Undersecretary for the Government Financial Management Sector at the Ministry; and a number of officials and specialists from both sides. AlKhoori signed the agreement on behalf of the Ministry of Finance, while Graeme Baxter, Country Manager in the UAE, signed on behalf of the Asset Management Academy and Turner & Townsend International Ltd. Mariam Al Amiri affirmed that the partnership forms part of the Ministry of Finance's ongoing efforts to advance the government financial management ecosystem and enhance the readiness of government entities to adopt global best practices and standards in asset management. She noted that investing in the development of specialised national capabilities is a key pillar in achieving the UAE's objectives of building a more efficient, agile, and sustainable government model capable of harnessing knowledge, advanced technologies, and innovation to support strategic planning and decision-making. She added that the partnership will strengthen governance and enhance institutional performance, thereby supporting the UAE's competitiveness and reinforcing its position in adopting global best practices in asset management. She affirmed that the partnership reflects the Ministry of Finance's commitment to empowering national professionals and equipping them with specialised knowledge and skills in asset management, thereby enhancing their ability to apply modern methodologies and manage asset lifecycles efficiently and effectively. Graeme Baxter said, "The strategic partnership with the Ministry of Finance reflects a shared commitment to strengthening national asset management capabilities through the delivery of IAM programmes and certifications, while facilitating the transfer of international expertise and best practices." The IAM training programmes and certifications offer specialised training covering the principles of asset management, asset lifecycle management, risk management, performance improvement and artificial intelligence, strategic planning, and the maximisation of the sustainable value of assets. The programme is delivered in accordance with global best practices and standards, including the ISO 55000 series. It is designed to equip participants with the ability to apply modern asset management methodologies and enhance the efficiency of planning and decision-making. The programme will be delivered through a flexible training model offering in-person, remote, or hybrid participation, in line with the needs of federal entities.

Craig Taylor, Chris Enoch, Mark England, Ray Riley and Steve Hudson will strengthen the firm's services across the country. Andy Scott, Turner & Townsend's infrastructure and defence managing director for the UK, commented, "We're strengthening our team to make sure our clients have access to the best people and insight as they make decisions about their major programmes. At Turner & Townsend, Enoch will be leading teams to develop and embed best practice, leveraging leading technology and establishing programmes that will drive better outcomes and a longer-lasting positive legacy for communities and customers. Ray Riley joins the business with a wealth of experience delivering complex defence, nuclear and multi-national aerospace programmes, having held senior leadership roles within Amentum, Ultra Electronics and Thales. Most recently, he led infrastructure programmes supporting the UK's submarine enterprise, overseeing multi-billion-pound portfolios and large multidisciplinary teams. In his new post, Riley will be helping clients to deliver complex infrastructure and capital programmes, and expanding the business' capabilities across the defence sector. Craig Taylor joins Turner & Townsend as sector director for conventional and low carbon energy. He has over three decades of experience in the industry, both internationally and in the UK, which includes serving as global managing director at project services consultancy, rhi. Mark England finally brings a track record of more than 35 years in programme, project and commercial management, largely across the civil and defence nuclear sectors. He has held senior roles including site director at Dungeness A, delivery partner positions with Bechtel and most recently as programme director at Mace. In his previous position, he led delivery of a multi-billion-pound defence infrastructure programme involving the design and future construction of a complex production facility. England will continue to play a leading role in upgrading Britain's defence capability by supporting Turner & Townsend's growing defence portfolio.

T&T makes raft of senior hires. Consultant beefs up defence and energy teams Turner & Townsend has made a raft of senior appointments to its business with new recruits arriving from several rivals including Bechtel and Mace Consult. In June, the firm said former Sir Robert McAlpine executive board member Steve Hudson had joined T&T as director of infrastructure. Now Chris Enoch has arrived from Bechtel, where he was recently global rail sector lead, to take on the role of national service director for programme management while Ray Riley and Mark England have also joined with a remit to focus on defence infrastructure. Riley has joined as director from defence contractor Thales while England is T&T's major programme director, having held a similar role at Mace. Meanwhile, Craig Taylor has joined as sector director for conventional and low carbon energy from consultant RHI. Andy Scott, T&T's UK managing director for infrastructure and defence, said: "These experienced and talented hires will help us build our capability across some of the UK's most strategically significant sectors."

Turner & Townsend promotes UK leader Patricia Moore to EMEA top role. 29 July 2026 Consultancy.uk Turner & Townsend, a global project management consultancy, has appointed UK managing director Patricia Moore to the additional role of managing director for Europe, the Middle East and Africa. A 26-year company member at Turner & Townsend, Patricia Moore has been leading the UK business since 2018. During this time, she steered the firm through a period of strong growth and led the firm's deal and integration with CBRE's project management business, which roughly doubled Turner & Townsend's size. In her client work, Moore's experience has spanned landmark real estate projects and complex infrastructure programmes. This includes London's Jubilee line railway extension, Heathrow Airport, Crossrail and High Speed 2 as well as projects for major real estate clients including the Wellcome Trust, Imperial College and the Natural History Museum. In her new role as EMEA managing director, she leads the firm's strategic direction and operations in more than 40 countries in the region. In Europe, Turner & Townsend has bases in over 25 countries, its Middle East presence is mainly active in the Gulf, and its African footprint spans offices in 11 countries.
