Requirements
  • Secret Clearance or ability to obtain one before onboarding
  • Bachelor's degree and at least fifteen (15) years of relevant professional experience, OR Master's degree and at least ten (10) years of relevant professional experience
  • At least one (1) year of experience leading an M&E team
  • At least five (5) years of professional M&E experience
  • At least six (6) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills
  • At least two (2) years of experience with Department of State foreign assistance-funded programs and requirements
  • Demonstrated research, analytical and problem-solving capabilities
  • Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment
  • Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel
  • Demonstrated fluency of English speaking and writing, including experience in the writing and briefing styles of the Department of State
Responsibilities
  • The DTL will work with the Team Lead, M&E Specialists, and AF stakeholders to oversee the development of effective M&E products. They will advise the M&E Specialists on how best to work with AF stakeholders and the wider Dexis team to design and develop M&E products consistent with the Foundations for Evidence-Based Decision-making Act, the Foreign Assistance Transparency and Accountability Act (FAATAA) principles, and AF/RPS Department of State policies and definitions. This person will need to be able to quickly develop subject matter expertise in any AF programmatic area as well as any country context, as well as AF's current M&E processes
  • In addition to overseeing and augmenting the work of the M&E Specialists, this position will be responsible for maintaining relationships and staying up to date on AF-related issues and programming across Africa. This position will be able to conduct all requirements of senior, mid-level, and junior M&E Specialists as needed. They will effectively manage relationships with Department of State and AF stakeholders, oversee the overall reporting cycle and data collection, and ensure high quality of all analyses and reports
  • The DTL will assist the Team Lead in overseeing and ensuring successful completion of all project deliverables, including Learning Agendas and M&E Findings/Recommendations Tracker; a Monitoring and Results Framework; quarterly and monthly monitoring reports; country assessments; trip reports; program/project evaluations; and other M&E products. This individual may be required to travel up to 10% of the time
  • This individual may be called on to help with other duties as assigned
Desired Qualifications
  • Familiarity with security assistance programming, including military assistance, counterterrorism, and/or countering violent extremism
  • Ability to work in an official, administrative, or local language spoken on the African continent
  • Familiarity with qualitative data analysis, manually or by software such as Atlas.TI or NVivo
  • Familiarity with quantitative data analysis using Excel, Power BI, or Tableau
