Requirements
  • The candidate must have demonstrable experience generating new business opportunities within Combatant Commands across emerging technology and information technology mission areas.
  • The candidate should have experience forming new business relationships and knowledge of contractual requirements in the industry, with a proven record of results.
  • The candidate must have proven capabilities identifying and capturing large strategic bids valued at $50 million to $200 million or more in total contract value, including developing solutions and win strategies, executing capture plans based on established internal processes and tools, and advancing proposal readiness.
  • The candidate must demonstrate understanding of Combatant Command mission environments, priorities, acquisition strategies, and emerging technology initiatives, including strategies, initiatives, drivers, and stakeholders.
  • The candidate must be able to establish and maintain relationships with senior military, civilian, and acquisition stakeholders across Combatant Commands and Service Components.
  • The candidate must have 10 years of government business development and capture experience with demonstrated success developing a qualified new information technology business pipeline and winning new business, or 10 or more years of military service and 5 years of government information technology business development experience.
  • The candidate must have a demonstrated track record of capturing and winning large, complex Department of Defense information technology and mission-support opportunities, including at least three information technology-related contract wins within the last three years.
  • The candidate must have robust experience managing the full opportunity lifecycle, including opportunity identification and qualification, pipeline development and maintenance, customer and partner relationship management, customer-focused solution development, capture, teaming, solution, shaping, pricing, staffing, and win strategies, collaboration with executive leadership to secure pursuit and bid approvals, and proposal development, color-team reviews, oral presentations, clarifications, and other post-submission activities through contract award and transition to operations.
  • A bachelor's degree is required, with a preference for an information technology, scientific, engineering, or business discipline.
  • The candidate must be able to identify key growth areas and develop new business aligned with the company's growth strategy and campaigns.
  • The candidate must be able to lead interdisciplinary teams with varying levels of experience.
  • The candidate must have knowledge of government contracting, current information technology acquisition trends, and customer buying behaviors.
  • The candidate must have knowledge of competitors and the ability to model competitor behaviors in the market.
  • The candidate must have strong contract management, negotiation, and influencing skills.
  • The candidate must be able to present and communicate effectively at senior levels.
  • The candidate must demonstrate problem-solving and decision-making abilities.
  • The candidate must be able to manage multiple priorities in a fast-paced environment.
  • The candidate must be able to manage customer relationships to maximize business opportunities.
  • The candidate must be able to travel as business dictates.
Responsibilities
  • The role is responsible for developing and executing growth strategies across Combatant Commands and associated Service Component Commands.
  • The role serves as the Emerging Markets Group account lead for assigned Combatant Commands, developing long-term customer engagement strategies and maintaining executive-level relationships.
  • The role formulates and executes strategy, owns pipeline development and maintenance, and performs other activities to win new business.
  • The role positions the company favorably with customers and teaming partners across multiple markets.
  • The role identifies opportunities with high probability-of-win potential, qualifies opportunities, and works with capture and delivery teams to win.
  • The role leads teams to develop and deliver a pipeline of opportunities aligned with growth markets in digital modernization, cyber, cloud, artificial intelligence and machine learning, data analytics, mission systems, and enterprise information technology.
  • The role oversees customer call plans, assesses the competitive landscape, and applies competitor knowledge to develop and implement differentiated win strategies.
  • The role leads capture activities from qualification through award, including win strategy development, stakeholder mapping, competitive assessments, teaming strategy, solution shaping, and proposal readiness.
  • The role coaches others and provides business development advice to delivery leads as necessary.
  • The role assists with negotiating teaming agreements, contracts, and proposal development.
  • The role develops and briefs bid/no-bid recommendations, pursuit and capture strategies, and business cases for advancing opportunities that grow the business base.
  • The role develops and maintains lasting relationships with government and industry partners through daily interactions to gain intelligence and insights and position the company as a trusted customer partner.
  • The role manages responses to government market research inquiries, including requests for information and sources sought notices, attends industry events, and participates in thought leadership initiatives.
  • The role shapes acquisition strategies by leveraging client relationships, company capabilities and experience, partners, and contracting vehicles.
Desired Qualifications
  • Experience winning opportunities with Geographic Combatant Commands, Functional Combatant Commands, or associated Service Component Commands is strongly preferred.
  • Strong familiarity with federal acquisition regulations, policies, and contract vehicles is strongly preferred.
  • An advanced degree is highly desired.
