Requirements
  • A high school diploma is required.
  • At least five years of work experience in the construction and/or road maintenance industry is required.
  • Previous supervisory experience is required.
  • A valid driver's license and acceptable driving record are required.
  • The employee must be able to perform basic mathematical calculations, read and interpret business documents, technical procedures, and contracts, write reports and business correspondence, present information, troubleshoot practical problems, interpret written, oral, diagrammatic, and schedule-based instructions, multitask, use resources effectively, and meet deadlines.
  • Strong computer skills in Microsoft Excel and Word, as well as familiarity with the Internet, are required.
  • The employee must have strong safety awareness, recognize hazards, follow safety instructions, use tools and equipment safely, and wear appropriate personal protective equipment.
  • The employee must be able to stand, sit, walk on varied surfaces, climb, balance, stoop, kneel, crouch, crawl, talk, hear, and lift up to 50 pounds unassisted.
  • The employee must be able to use manual and powered pneumatic, hydraulic, gas, and electric tools and equipment.
  • The employee must be able to work in office and field environments and tolerate outdoor weather, wet or humid conditions, heights, fumes or airborne particles, occasional toxic or caustic chemicals, and moderate to high noise levels.
Responsibilities
  • Perform condition assessments of pavements, signs, guardrails, tunnels, bridges, vegetation, and other contract infrastructure and assets, and schedule and coordinate required work.
  • Work with the Operations Manager to determine whether work should be self-performed or subcontracted, considering cost, timelines, and efficiency, and plan and coordinate all work items.
  • Inspect ongoing and completed work for compliance with contract requirements.
  • Select, develop, and performance-manage maintenance crews, and facilitate required new-hire, safety, and work-standard training.
  • Respond to incident emergencies, coordinate on-site responders, and report accidents, injuries, and near misses.
  • Coordinate fleet inspection, calibration, and repair with fleet teams and mechanics.
  • Manage, monitor, and control highway project assets and materials.
  • Identify opportunities to improve work methods, processes, efficiency, and cost reduction.
  • Create and manage the successful completion of work orders.
  • Review highway-system damage claims for validity and arrange collection of supporting data.
  • Work with field coordinators to ensure accurate documentation and reporting in accordance with contractual requirements and company policies.
  • Work with field coordinators to manage consumable inventory.
  • Deal directly with ministry staff, contractors, external agencies, and the public by phone or in person regarding complaints and issues such as drainage, signs, entrance permits, and road conditions.
  • Work with the Contract Manager to identify and qualify subcontractors and assist in negotiating subcontract parameters.
  • Assist with and monitor routine work-plan activities, including traffic control and maintenance work.
  • Participate in emergency-response rotations as needed, including overtime, evenings, weekends, and holidays.
  • Perform other duties assigned by the Contract Manager.
