Requirements
  • An active Secret clearance is required.
  • A high school diploma is required.
  • At least 10 years of direct involvement with C5I aspects of aircraft carriers through onboard operational duty and/or fleet modernization efforts is required.
  • At least 10 years of experience accessing and using the Navy Data Environment for Ship Change Documents is required.
  • At least 10 years of experience reviewing, editing, and/or creating aircraft carrier C5I Ship Change Documents is required.
  • At least 10 years of experience developing aircraft carrier design and modernization plans related to C5I systems is required.
  • Basic computer literacy and data-entry skills are required.
  • Proficiency in Microsoft Office applications, including Microsoft Word, Excel, and PowerPoint, is required.
  • Strong attention to detail and organizational skills are required.
  • Strong verbal and written communication skills are required.
  • Problem-solving skills are required.

  • The employee must be able to perform physical activities including prolonged standing, walking, stooping, bending, crouching, and climbing in industrial areas or aboard ships, submarines, and weapon facilities.
Responsibilities
  • Assist in developing the aircraft carrier design and modernization plan for C5I systems and related matters.
  • Gather and evaluate technical information for carrier systems.
  • Monitor alterations that provide new or enhanced capability and improve reliability and maintainability.
  • Prioritize, schedule, and budget alterations.
  • Analyze Ship Change Documents submitted to the Navy Data Environment for aircraft carriers before the NDE Entitled Process decision-making process to verify validity and avoid duplication.
  • Assess Ship Change Documents for benefit and assist in developing Recommended Change Packages aligned with CNAF priorities.
  • Conduct technical assessments of Ship Change Documents to evaluate technical merit and identify ship-integration issues.
  • Provide input for cost-benefit analyses, including return on investment, payback periods, and net present value.
  • Assist with planning and scheduling the Incremental Maintenance Plan, Aircraft Carrier Continuous Maintenance Plan, Hull Modernization Plan, Aircraft Carrier Modernization Planning and Technical Forum, and Life Cycle Maintenance Group activities.
  • Attend meetings and conferences to develop and schedule requirements and resolve planning and execution issues.
  • Prepare preliminary reports on new designs and modifications or improvements to existing CVN equipment.
  • Coordinate with COMNAVAIRFOR staff and confer with manufacturers, design agents, shipyards, and fleet agents regarding proposed design-change feasibility.
  • Review aircraft carrier maintenance history to assess the adequacy of C5I modernization budgets.
  • Review aircraft carrier life-cycle maintenance strategies and participate in developing or refining those strategies.
  • Develop the COMNAVAIRFOR modernization plan for systems during each Program Objective Memorandum budget cycle.
  • Participate in Carrier Team One as directed.
  • Draft standard naval messages on CNAF plans and policy using the established messaging program.
  • Prepare briefs, reports, databases, and spreadsheets on CNAF C5I plans and policy issues in Microsoft Office format.
  • Interface with PEO Carrier staff, other PEOs, PMS-378, CNAF staff codes, field activities, and laboratories to address technical issues.
  • Provide bid and proposal support when requested.
  • Perform other assigned duties.
Desired Qualifications
  • An active Navy Data Environment account is desired.
  • Experience with Haystack Gold or an equivalent system is desired.
  • Experience with MBPS Windchill, eLAR, SPAR, SPLI, eShock, and other eForms modules is desired.
