Requirements
  • A Bachelor's degree in Civil Engineering, Transportation Engineering, Economics, or a related field is required; a Master's degree is preferred.
  • A minimum of 8–12 years of experience in traffic analysis, transportation planning, or highway design is required.
  • Strong analytical and data-driven decision-making capabilities are required.
  • Advanced understanding of traffic operations and user behavior is required.
  • Leadership and team coordination skills across technical disciplines are required.
  • Excellent communication and stakeholder management abilities are required.
  • The ability to translate complex technical analysis into strategic insights is required.

  • Proven experience in Managed Lanes, toll road, or public-private partnership infrastructure projects is required.
  • Experience in a lead or senior technical role coordinating traffic and revenue activities in interaction with multidisciplinary teams is required.
  • Strong expertise in traffic modeling tools such as VISSIM, Aimsun, TransCAD, Cube, or Synchro is required.
  • Experience integrating traffic modeling with financial and revenue forecasting is required.
  • Familiarity with roadway design standards, including AASHTO, MUTCD, and state Department of Transportation requirements, is required.
Responsibilities
  • Critically analyze and research the market environment, users' preferences, and competing infrastructure.
  • Study contractual conditions, Technical Provisions, and project information in Requests for Proposals during tender and after award.
  • Manage and lead traffic and revenue studies developed by external consultants, ensuring objectives, quality, robustness, and schedules are achieved.
  • Lead traffic and revenue analysis for major toll highway and Managed Lanes projects, including demand forecasting and revenue modeling.
  • Define strategies to optimize traffic and revenue across related areas while considering road design and tolling strategy.
  • Provide internal or preliminary traffic and revenue estimates when needed.
  • Provide technical oversight for integrating traffic modeling results into strategic decisions.
  • Ensure alignment between engineering design solutions and traffic demand and revenue objectives.
  • Participate in high-level meetings with public agencies and stakeholders to present traffic and revenue insights.
  • Manage coordination between consortium traffic and revenue teams, Business Development and Commercial teams, and Concessions Business Managing Directors internally and across the consortium.
  • Manage coordination between traffic and revenue teams and the Technical Department on Operations and Maintenance, intelligent transportation systems, and tolling teams internally and across the consortium.
  • Manage coordination between traffic and revenue consultants, consortium traffic and revenue teams, Lenders' Traffic and Revenue Advisors, Rating Agencies, and Financial teams.
  • Collaborate with Departments of Transportation, consultants, and design-build joint ventures to influence design alternatives.
  • Oversee, audit, and proactively contribute to the development of traffic and revenue models, user demand projections, and revenue forecasts.
  • Validate assumptions, methodologies, models, and outputs used in financial and technical proposals.
  • Prepare and review technical documentation for bids, including reports and presentations.
  • Track and assess traffic and revenue performance in awarded assets.
  • Identify opportunities to improve modeling methodologies and analytical tools.
  • Incorporate user behavior insights, emerging traffic technologies such as intelligent transportation systems and tolling systems, and technology disruptions into analysis.
  • Support knowledge transfer and development of internal best practices.
  • Directly manage the U.S.-based traffic and revenue team of two engineers.
Desired Qualifications
  • A Master's degree is preferred.
  • Professional Engineer licensure or an equivalent credential is preferred.

Acciona acquires 80% of Vertical Earth to accelerate US infrastructure growth

Acciona has agreed to acquire 80% of Vertical Earth, a Georgia-based infrastructure contractor, consolidating Atlanta as the strategic centre for its Infrastructure division's growth in the United States. The deal is expected to close before year-end, subject to regulatory approvals. Brett Johnson, Vertical Earth's founder and CEO, will retain 20% and continue leading the company. Founded in 1997, Vertical Earth generated revenues of $217 million (€191 million) in 2025 and employs over 600 professionals in Georgia and Florida. The acquisition strengthens Acciona's self-execution capacity in a strategic market. The US represents 20% of the global infrastructure industry, with potential contracts worth $303 billion this year. Acciona's Infrastructure division is expanding across the US with major projects including the SR400 motorway in Atlanta and bridge replacement over the Calcasieu River in Louisiana.
