Requirements
  • At least 12 years of relevant professional experience.
  • Ability to write high-quality, working, and reusable code.
  • Advanced proficiency in modern software development languages and systems.
  • Expertise in building secure, compliant software and minimizing vulnerability risk.
  • Expertise in one or more adjacent specializations such as data engineering, DevOps, or accessibility, with flexibility to apply those skills as needed.
  • Ability to operate autonomously in ambiguous environments, independently identify high-impact work, execute it, and shape strategic direction beyond a single project.
  • Ability to communicate technical results clearly and effectively to diverse stakeholders, including in politically or strategically sensitive contexts.
  • Experience working with or integrating legacy systems.
  • Experience working on large-scale applications and systems.
  • Experience working in government consulting engagements.
  • Experience integrating artificial intelligence with engineering work using a thoughtful and ethical approach.
  • Track record of mentoring across levels and disciplines and contributing to organizational- or discipline-level growth.
  • Confidence assessing technical candidates and advising on key hiring decisions.
  • Vision for creating standards for technical delivery across engineering, data, and technical product delivery.
  • Ability to assess technical delivery quality and recognize signals of poor delivery before issues arise.

  • Must work from the United States, including the 50 states, the District of Columbia, or a U.S. territory.
  • Must have been a resident of the United States for 3 of the past 5 years.
  • Must already have legal authorization to work in the United States and not require ongoing visa sponsorship.

  • Must complete a Public Trust background investigation, including the applicable Standard Form 85 or 85P questionnaire and fingerprinting.

Responsibilities
  • Shape technical strategy across contracts and programs by translating business and policy goals into system direction beyond a single project.
  • Drive architectural decisions and own the resulting decision documentation and diagrams.
  • Evaluate and recommend solutions based on cost, leanness, and long-term maintainability.
  • Apply a product mindset to engineering work by connecting implementation decisions to user and client value.
  • Communicate technical work in terms of each client’s goals and context, translating engineering decisions into business and mission value.
  • Orchestrate staffing and team composition across the product or engagement lifecycle.
  • Identify gaps in skills, information, or staffing and recommend solutions.
  • Seek out and share technologies and skills that support project and organizational goals.
  • Build and maintain complex, scalable systems across application and infrastructure layers and multiple components or services.
  • Own components or services from development through deployment, monitoring, and production support.
  • Deploy and manage systems in cloud environments using continuous integration/continuous delivery and infrastructure as code.
  • Work with application programming interfaces, databases, and data pipelines to support system integration and data flow.
  • Drive improvements in code quality, testing practices, and development standards across teams, projects, or contracts.
  • Contribute to DevOps practices, including deployment, monitoring, and incident response.
  • Mentor engineers across levels and disciplines, review code and technical designs, and shape technical direction.
  • Lead discussions with internal and external stakeholders, including in exceptionally difficult situations.
  • Involve the people served and affected by a system in technical work and design decisions.
  • Advise, guide, and build connections across teams, projects, or contracts to improve delivery processes and collaboration skills.
  • Evaluate the skills and deliverables of teams, projects, or contracts and take action based on the assessment.
  • Gain buy-in from teammates, team leads, government stakeholders, and other relevant parties.
  • Recognize risks and conflicts within teams and with clients, identify approaches, take action, manage upward, and escalate when appropriate.
  • Shape practice and discipline strategies for collaboration with other practices and disciplines, including coaching and mentoring models.
  • Identify and help resolve contract and project problems involving people across multiple practices or disciplines.
  • Initiate and drive projects requiring collaboration across disciplines and practices on challenging problems.
  • Anticipate and proactively provide information needed by other practices and disciplines.
  • Identify and respond to government requirements and policies affecting project work, including accessibility, PRA, FOIA, acquisition regulations, and security compliance.
  • Anticipate the needs of government partners and users and speak to them proactively.
  • Coach others on government requirements, culture, and expertise relevant to their practice or discipline.
  • Represent the company and team to clients, including in challenging situations.
  • Operate with high autonomy and initiative and deliver strong work consistently.
  • Anticipate opportunities and challenges using breadth of experience.
  • Engage with managers, practice directors, and leadership to shape discipline growth, staffing, and organizational strategy.
  • Support client needs, deadlines, or strategic growth initiatives during occasional peak periods, including evenings or weekends when necessary.

  • Identify and cultivate contract growth opportunities by recognizing client needs or gaps and architecting concepts with others to address them.

  • Increase external visibility through conferences, blogs, or social media.
  • Partner with the Practice Director on career-lattice, hiring-practice, and discipline-growth efforts and help ensure high-quality discipline delivery.
  • Mentor across levels and disciplines, support remote practice culture, and build discipline community.
Desired Qualifications
  • Experience working with a social-impact-focused product team or in civic technology.
  • Experience working with distributed, cross-functional teams including product managers, designers, engineers, and subject-matter experts.
  • Personal experience with government health and human services programs.
  • Working knowledge of Medicaid or CHIP, Medicaid Enterprise Systems, Medicare, the Affordable Care Act, or MACRA.
  • Familiarity with Scaled Agile Framework and agile methodologies.
  • Resource management experience, including understanding which expertise suits each team role and when to deploy specialized versus generalized resources.
  • Ability to manage data resources alongside traditional technical roles and product managers.
