Requirements
  • A Bachelor's degree in Civil Engineering.
  • 15+ years of progressive experience managing transportation projects for the Washington State Department of Transportation and/or local agencies in Washington, along with similar experience in Oregon.
  • A Professional Engineer license in both Washington and Oregon, or the ability to obtain both within six months of hire.
  • Demonstrated experience leading multidisciplinary transportation design projects from pursuit through construction while keeping projects within scoped schedules and budgets.
  • Strong knowledge of the Washington State Department of Transportation Design Manual, American Association of State Highway and Transportation Officials standards, Manual on Uniform Traffic Control Devices, and Washington State and local agency standards.
  • Experience with project management, budgeting, scheduling, and client management.
  • Proficiency with Microsoft Office and AutoCAD Civil 3D.
  • Business development and client relationship experience.
  • Verbal, written, and presentation skills.
Responsibilities
  • Serve as the project manager for a delivery portfolio of multidisciplinary infrastructure projects with cumulative annual project totals exceeding $3 million, ensuring technical excellence, quality, and successful project delivery within schedule and budget.
  • Contribute to the successful pursuit and capture of more than $2 million in annual business development across Washington and Oregon, including client engagements, proposal preparation, interviews, and marketing effort alignment to strategic growth initiatives.
  • Lead business development efforts for infrastructure projects in southwest Washington, Eastern Washington, and other agencies throughout the northwest where the employee has relationships.
  • Develop and maintain client relationships while identifying new project opportunities and expanding existing accounts.
  • Serve as Project Manager and/or Principal-in-Charge for complex infrastructure engineering projects from planning through construction.
  • Oversee project scope, schedule, budget, quality, and client satisfaction to ensure successful project execution within approved scopes and budgets.
  • Provide technical leadership for roadway, highway, intersection, bridge, multimodal, and corridor improvement projects.
  • Coordinate multidisciplinary teams, including roadway, drainage, utilities, structures, traffic, and environmental disciplines.
  • Manage multiple assignments and priorities while collaborating with the Principal-in-Charge and other senior leadership.
  • Prepare and review technical reports, engineering studies, design documents, and project deliverables.
  • Mentor, coach, and develop junior engineers and project managers, fostering technical growth and leadership within the team.
  • Represent the firm at client meetings, industry events, and professional organizations to strengthen market presence and support continued growth.
  • Promote a collaborative, client-focused culture while ensuring projects are delivered safely, on schedule, and within budget.
Desired Qualifications
  • Experience with MicroStation/OpenRoads Designer and 3D roadway modeling.
  • Existing relationships with the Washington State Department of Transportation, Clark County, City of Vancouver, Port of Vancouver, and other regional transportation agencies across the northwest.
  • Experience managing alternative delivery projects and multidisciplinary consultant teams.
