Requirements
  • A bachelor's degree from an accredited college or university with major coursework in a quantitative subject such as statistics, economics, or applied mathematics, including at least 12 semester credit hours in quantitative methods, and at least seven years of relevant experience in economic development or business-related settings.
  • A master's degree from an accredited college or university in business administration, statistics, or another related field acceptable to the Office of Human Resources.
  • Ability to extract and compile data from multiple city systems, including ACIS, FAMIS, ADPICKS, OEO software programs such as B2GNow, and research platforms.
  • Ability to translate complex data, tables, and charts into user-friendly documents and reports for the mayor's office, city council, and public audiences.
  • Ability to analyze Small Business Enterprise program operations, evaluate information needs, and develop or revise information systems.
  • Knowledge of business analysis design, methodology, and techniques.
  • Knowledge of descriptive and inferential statistics.
  • Knowledge of research and data collection principles, methods, and techniques.
  • Knowledge of using computers for management reporting and analysis.
  • Knowledge of supervisory methods and techniques.
  • Knowledge of business research and investigation methodology and its application.
  • Knowledge of OEO data reporting requirements.

Responsibilities
  • Oversee the data collection for and production of OEO quarterly participation reports.
  • Write and oversee the narrative and data portions of the OEO Annual Report.
  • Oversee the production of the Disparity Study.
  • Provide monthly, quarterly, and ad hoc data reports as needed.
  • Maintain OEO software programs such as B2GNow as needed.
  • Oversee, with the analyst, the monthly import of the OEO registry to Finance for entry into ACIS and review records to ensure OEO documents are attached to contracts in ACIS.
  • Prepare agendas and invite data-collection-related speakers for quarterly Economic Opportunity Review Committee meetings.
  • Assist with agendas and develop data-collection-related presentations for quarterly OEO Officers meetings.
  • Assist the Deputy Director for OEO with budget preparation.
  • Work with Communications and OEO staff to post all EOPs on the OEO website.
  • Work with staff to conduct approvals for PIDC EOP projects.
  • Supervise one direct report, the OEO Information Management Analyst II.
  • Work with the OEO Attorney to review the Disparity Study and Annual Participation Reports.
  • Direct the collection, classification, analysis, and dissemination of OEO statistical information.
  • Manage digital initiatives that improve OEO internal programs and processes through digital tools.
  • Work closely with OEO staff and other city departments to ensure the integrity of data, reports, and research.
Desired Qualifications
  • Five years of experience directing comprehensive research projects involving analysis of commerce programs or business statistics and information systems.
  • Experience with the City contracting and procurement process.

Philadelphia to deploy up to 1,000 curbside EV chargers with it's electric across all neighbourhoods

It's electric has signed an agreement with Philadelphia to deploy up to 1,000 Level 2 curbside electric vehicle chargers across the city, making Philadelphia the first US city to pursue city-wide curbside charging at this scale. City Council is set to vote on enabling legislation in June. The network will prioritise neighbourhoods based on rideshare driver density, lack of existing charging infrastructure and environmental justice considerations. More than 60% of Philadelphia households lack off-street parking, making curbside charging essential for EV adoption. It's electric's hardware draws power from existing buildings and utility poles, avoiding interconnection delays and grid upgrades. The first chargers are scheduled to go live in early 2027, with deployment spanning all 18 city planning districts.
