Requirements
  • A bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent experience.
  • At least 10 years of progressive human resources experience focused on human resources operations, shared services, or compliance.
  • At least 5 years of people leadership experience.
  • Experience supporting multi-state, high-volume hourly workforce environments.
  • Experience supporting a global organization, including exposure to international human resources practices and compliance requirements.
  • Strong knowledge of United States employment laws and familiarity with international labor regulations and data privacy considerations, including the General Data Protection Regulation.
  • Expertise in I-9 compliance, background checks, and employee records management.
  • Demonstrated experience leading process design and continuous improvement initiatives with measurable outcomes.

  • Proficiency with human resources information systems and service platforms such as Workday, Legion, Zendesk, and Equifax.

Responsibilities
  • Lead end-to-end human resources service delivery across store, ship center, corporate, and international populations, including onboarding, offboarding, job changes, and employee data management.
  • Support high-volume hiring cycles for seasonal, part-time, and hourly workforces across multiple geographies with efficient and compliant processes.
  • Ensure accurate and timely processing of human resources transactions, including new hires, transfers, promotions, and terminations.
  • Manage day-to-day human resources operations, including employee lifecycle administration, human resources systems support, and manager and crew member inquiries.
  • Establish and monitor service-level agreements and key performance indicators to ensure high-quality, responsive service delivery across regions.
  • Serve as the escalation point for complex or time-sensitive human resources operational issues.
  • Ensure compliance with applicable federal, state, local, and international employment laws and regulations.
  • Oversee I-9 completion, verification, retention, audit readiness, and remediation efforts in the United States.
  • Ensure appropriate right-to-work verification and employment eligibility processes for international locations.
  • Manage E-Verify processes, including case management and resolution in the United States.
  • Oversee background check programs, including vendor management, adjudication guidelines, and compliance with the Fair Credit Reporting Act and global data privacy regulations where applicable.
  • Ensure completion of jurisdiction-specific new-hire requirements, including wage notices, paid-leave laws, and scheduling regulations.
  • Maintain and audit employee records for accuracy, completeness, and compliance across regions.
  • Lead internal human resources audits and coordinate external audits as needed.
  • Partner with Legal and regional human resources teams to interpret regulatory changes and update policies, procedures, and documentation.
  • Manage a team of human resources compliance professionals and ensure strong governance practices.
  • Lead end-to-end unemployment claims processing, including documentation, tracking, and responses to state agencies.
  • Partner with Legal, Payroll, Human Resources Business Partners, and external vendors to ensure timely and compliant unemployment-claims handling.
  • Analyze claim trends and implement strategies to reduce costs and improve documentation practices.
  • Own the design, standardization, and optimization of end-to-end human resources processes across the employee lifecycle for United States and international populations.
  • Apply structured continuous-improvement methodologies such as Lean and Six Sigma to eliminate waste, reduce cycle times, improve quality, and enhance scalability.
  • Map current-state and future-state workflows; identify bottlenecks, control gaps, and automation opportunities.
  • Lead cross-functional process-improvement initiatives, including intake, prioritization, business-case development, and change implementation.
  • Establish and track process-performance metrics such as cycle time, error rates, throughput, and service-level agreement attainment, and drive data-informed decision-making.
  • Partner with Human Resources Systems to automate manual processes, improve integrations, and enhance user experience across human resources information systems and service platforms.
  • Build and maintain standardized operating procedures, knowledge-base content, and process documentation to ensure consistency and audit readiness.
  • Drive continuous improvement within the Human Resources Operations team through training, coaching, and adoption of best practices.
  • Leverage data, reporting, and analytics to proactively identify trends, risks, and opportunities across regions.
  • Own end-to-end vendor strategy and governance for Human Resources Operations and Compliance, including background-check providers, unemployment-claims administrators, case-management platforms, and other human resources service vendors.
  • Establish vendor-performance expectations, service-level agreements, and key performance indicators, and align vendor outcomes with internal human resources service-delivery metrics.
  • Monitor vendor performance through regular reviews, scorecards, and operational metrics; identify gaps and drive corrective actions and continuous-improvement plans.
  • Lead recurring business reviews with vendors to assess performance, mitigate risks, and align on service enhancements and roadmap priorities.
  • Ensure vendor compliance with legal, regulatory, and data privacy requirements, including the Fair Credit Reporting Act, the General Data Protection Regulation, and data-security standards, in partnership with Legal, Information Technology, and Procurement.
  • Manage issue escalation and resolution with vendors, ensuring timely mitigation of service disruptions, compliance risks, and employee impact.
  • Evaluate and recommend new vendors or technologies based on evolving business needs, scalability, and service quality.
  • Oversee vendor onboarding and offboarding, including implementation, integration with human resources systems, and change management.
  • Maintain documentation of vendor processes, controls, and performance standards to support audit readiness and operational consistency.
  • Lead, coach, and develop a team of human resources operations and compliance professionals, potentially across multiple regions.
  • Build a high-performing, customer-focused service culture aligned to business and field needs.
  • Establish clear performance expectations and provide ongoing feedback and development.
  • Ensure appropriate staffing and resource planning to support peak retail seasons and global operations.
  • Partner cross-functionally with Talent Acquisition, Human Resources Business Partners, Payroll, Total Rewards, Legal, Finance, and Operations across regions.
  • Provide guidance to field and international leaders on human resources processes, compliance requirements, and documentation standards.
  • Support enterprise initiatives such as mergers and acquisitions, global expansions, policy rollouts, and human resources technology implementations.
  • Deliver reporting and insights on human resources operations, compliance metrics, and service performance to leadership.
Desired Qualifications
  • Human resources certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR.
  • Lean, Six Sigma, or another process-improvement certification, such as Green Belt or Black Belt.
  • Experience with E-Verify and complex, multi-jurisdictional compliance environments.
  • Experience supporting international markets in retail or other high-volume workforce industries.

Five Below opens Martinsville store.

Five Below opens Martinsville store. By Jessica Dillon Five Below has opened its new Martinsville location at the Village of Martinsville, celebrating with a ribbon-cutting ceremony July 24 and a weekend of giveaways, promotions and trivia for shoppers. The national retailer offers a variety of products, many priced at $5 or less, while also carrying select higher-priced items. District Manager Crystal Bass said the store has received an enthusiastic response from the community. "I think we're going to bring a lot of fun traffic to the shopping center," Bass said. "Everybody was super pumped up. And we opened on Tuesday, and it's been going ever since." Martinsville-Henry County Chamber of Commerce President and Executive Director Brenell Thomas welcomed the retailer to the community. "It's a big deal for Martinsville to be here. So when we talk about this crowd, just, and the amount of folks that are still coming in, they're streaming in, we know about all of the promotions that they're doing," Thomas said. Thomas said the new store gives residents another affordable shopping option close to home. "We always talk about what we don't have in Martinsville, but let's celebrate the things that we do. So this is an affordable place. I'm seeing back-to-school stuff," Thomas said. She said the store offers merchandise that previously required residents to travel or shop online. "Just a lot of the fun things that people were going out of town for now and they can get it right here at home," Thomas said. "Where we thought we might have to order online or travel to go get it, Five Below is bringing some of those oddities right here, and at an affordable price." Thomas said she had already found several items she planned to purchase, including books and a fan. Five Below is located at 240 W. Commonwealth Blvd. The store is open 9:30 a.m. to 9:30 p.m. Monday through Saturday and 10 a.m. to 8 p.m. Sunday. Five Below opens its 2,000th store in LaGrange. Five Below is now open in LaGrange, marking a major milestone for the national retailer as the location becomes the company's 2,000th store. The City Menus previously reported that Five Below was preparing to open in the area. The LaGrange-Troup County Chamber of Commerce recently celebrated the store's grand opening with a ribbon-cutting ceremony. Five Below appoints Rodney Lastinger as chief retail officer and Christos Yatrakis as chief legal officer

Five Below has appointed Rodney Lastinger as Chief Retail Officer and Christos Yatrakis as Chief Legal Officer. Lastinger joined on 22 June, whilst Yatrakis started on 15 June. Both executives report to Chief Operating Officer Kenneth Bull. Lastinger brings extensive retail operations experience, most recently serving as Chief Operating Officer at GNC, where he oversaw more than 2,200 stores. He previously spent 18 years at Target Corporation, rising to Senior Vice President, Stores. He will lead operations across Five Below's nearly 2,000 stores. Yatrakis, who has over 20 years of legal experience, most recently served as Chief People & Legal Officer at Allbirds. He will oversee Five Below's legal function and corporate governance.

Five Below has appointed Robert Lynch as an independent director to its board, effective immediately, expanding the board to nine members. Lynch is currently chief executive officer of Shake Shack, a position he has held since May 2024. Lynch brings extensive experience leading multi-unit consumer businesses. He previously served as president and chief executive officer of Papa John's International and held senior positions at Arby's Restaurant Group, Taco Bell, H.J. Heinz Company and Procter & Gamble.
