  • Education: MSEE or MSCS desired, MBA is preferred. Bachelor’s degree in business-related fields will also be considered.
  • Proposal Management Development Expertise: Proven track record in proposal management, with a proven track record of winning proposals. 7-10 years of experience preferred.
  • Federal Government Proposals: Familiar with the US Government Grants and Awards process.
  • Strategic Planning and Analysis: Ability to conduct proposal assessments and develop strategies that align with the company’s goals. Understanding the defense and aerospace market dynamics is essential.
  • Proposal Writing and Presentation Skills: Competence in crafting compelling proposals that integrate technical solutions, as well as the ability to present these effectively to prime contractors and other decision-makers.
  • Cross-Functional Coordination: Strong project management skills to coordinate with internal teams, ensuring technical and commercial requirements are met. Leadership skills to guide and align various departmental efforts. Will work with the business development team to assist in developing proposal win themes. Herd the technical SMEs to offer solutions to address customer needs.
  • Technical Acumen: While not necessarily deeply technical, understanding Keysight EDA software applications and being able to converse with both technical and non-technical stakeholders is important.
  • Communication: Excellent verbal and written communication skills to articulate strategy, interact with customers, and collaborate with internal teams.
  • Negotiation Skills: Proficient in negotiation to assist in securing favorable terms in contracts and partnerships.
  • Adaptability and Agility: Capability to adapt strategies based on changing market conditions and new business intelligence.
Responsibilities
  • Spearhead Proposal Strategy: Identify and analyze solicitations that are in line with Keysight EDA’s capabilities along with current and future plans. Throughout the year, it is expected that this individual will lead discussions with a wide range of stakeholders from around Keysight and externally to identify potential areas of interest.
  • Lead Proposal Planning: You will need to identify requirements and evaluation criteria to help lead to a successful proposal, including the development of proposal outlines, compliance matrices, color reviews, and schedule. This individual will be responsible for the proposal, start to finish. Drive the Call for Papers and Request for Information (RFIs)/Proposal/Questions/Sources Sought to the finish line.
  • Identify areas of competitive strength: Individual will need to understand key areas of competitive strength, leveraging the strengths to lead to a successful proposal.
  • Strategize and Implement EDA Software Initiatives: Create and deploy a comprehensive strategy for Keysight's Electronic Design Automation (EDA) software, targeting growth and market penetration in the US Government and Aerospace & Defense industry.
  • Achieve Financial Objectives: Create winning proposals that help drive incremental growth for Keysight’s ambitions with the federal government.
  • Government Liaison and Funding Oversight: Work with the Business Development and Sales team to monitor government grants and awards actively, ensuring prompt follow-up and leveraging such opportunities to fuel future proposals. Stay up to date on changes to FAR, agency, and other government regulations.
  • Prime Contractor Engagement: Work with the Sales and Business Development teams to engage with prime contractors proactively to integrate Keysight EDA solutions into their proposals, enhancing the value proposition.
  • Resource Coordination: Ensure cross-functional resource coordination to meet and exceed customer expectations in both technical and commercial contexts. Ensure that all necessary stakeholders are supportive of the proposal.

  • Deep understanding of the Federal Acquisition Regulation (FAR) and other relevant government regulations.
  • Shipley or APMP certification.
  • Security clearance eligibility required. TS/SCI is highly desirable.

Activists 'raid' genocide-complicit tech company in Hampshire. Reading Time: 3 mins read At approximately 4am on Sunday, 12th April, three people from the direct action group People Against Genocide successfully evaded security and stormed the Keysight Technologies research and development plant in Hampshire: Once inside, the activists destroyed computers, servers and machinery, directly linked to the murder of Palestinian, Lebanese, and Iranian civilians. All three were arrested inside the factory: Keysight Technologies: complicit in Israel's genocide. US-owned Keysight Technologies manufactures radar and electronic warfare systems for military use. They supply UAV Tactical Systems (U-TacS), a drone factory which is now entirely owned by Elbit Systems, Israel's biggest weapons maker. Amongst other drones, U-TacS are responsible for developing the Watchkeeper drone, based on Elbit's Hermes 450 drone, which has been central to the ongoing genocide in Gaza, and linked to the killing of seven aid workers from the World Central Kitchen in April 2024. They have been used to surveil and kill innocent citizens across West Asia, on behalf of the Israeli regime, and other genocidal regimes around the world. As well as supplying Israeli weapons firm Elbit Systems, Keysight Technologies works with the US Army, US Air Force and US weapons companies, including Lockheed Martin. Keysight Technologies also specialises in 5G technology for military applications. The firm collaborates with Lockheed Martin on a 5G military solution called '5G.MIL Unified Network Solutions' which provides a high-speed connection for weaponry and military applications used by the US military. Keysight Technologies also has a manufacturing plant in Israel. In addition to Elbit weapons being used to kill thousands in Gaza, Lebanon and Iran, the Israeli weapons firm also made a $2.3 billion deal with the UAE, which is accused of arming the Congolese genocide. Shutting it down. Keysight Technologies has been targeted for some time by anti-genocide activists, with several previous actions at their site at Winnerish in Berkshire, as well as Keysight facilities in Scotland. So far, rather than cutting their ties to Elbit, which supplies the Israeli military with 85% of their killer drone fleet, Keysight has chosen to invest millions in infrastructure and security. A spokesperson for People Against Genocide said: Keysight Technologies makes a killing by supplying the necessary components for the weapons used to commit mass murder in Palestine, Lebanon, Iran and the Congo. By dismantling Keysight's research and development site, Canary Media Limited is taking necessary direct action against the US and Israeli military industrial complex, responsible for the killing of people across West Asia and in the Congo. So long as they are directly involved in genocide, Canary Media Limited will continue to target this murderous company, exposing their role in supplying the Israeli and US military, and shutting them down. One action taker said: Keysight Technologies is a key supplier of Elbit Systems, who are are supplying and supporting the genocidal Israeli army. Wherever there's genocide, Elbit Systems is involved. They'll participate in any and every other illegal war. Their tag line is "battle-tested" on the Palestinian people. That is their marketing line. Recently the UAE who is heavily involved in genocide has signed a billion dollar contract with Elbit Systems. Elbit has been looking to the Congo genocide for business opportunities, and their bombs have been used in the Congo. All of the struggles are absolutely the same struggle, connected by the same genocidal maniacs. Elbit Systems uses your tax money to make billions while you can't afford healthcare, childcare, a holiday, groceries. "I support genocide" is legal. "I oppose genocide" makes you a terrorist. The award, presented at Mobile World Congress 2026, Barcelona, recognizes early-stage 6G innovation, supporting 6G development and non-terrestrial network (NTN) integration. The funding opportunity - provided by ESA Member States - was made possible through ESA's Space for 5G/6G and Sustainable Connectivity line, within the programme of Advanced Research in Telecommunications Systems (ARTES). The challenge was introduced last year and focused on fostering 6G innovation, with a particular emphasis on satellite-terrestrial convergence in line with the latest recommendations from the 3rd Generation Partnership Project (3GPP). The program's objective is to advance innovation and validate technical solutions that integrate satellite systems with terrestrial networks to enable ubiquitous connectivity and high-performance communications. The Keysight and Sateliot proposal integrates blockchain, artificial intelligence, and machine learning with digital calibration certificates to enable traceable calibration from satellite manufacturing through to network operation. By enabling greater satellite autonomy, the joint solution is designed to optimize network reliability, maximize uptime, and enable rapid detection and response to performance issues. By ensuring device trust, network integrity, and real-time anomaly detection across hybrid space-terrestrial segments, the joint project is designed to help operators and enterprises prepare for commercial NTN deployments. The project also aligns with ESA's ARTES programme, as it looks to strengthen Europe's competitiveness. Keysight Technologies surges 23% as AI infrastructure testing drives record $1.65B orders

The AI investment landscape is entering a second phase focused on infrastructure testing and validation, away from the chip-focused first phase dominated by Nvidia. This shift is creating opportunities in less visible sectors. Keysight Technologies reported record fiscal Q1 2026 results with revenue of $1.6 billion, up 23% year-over-year, and orders of $1.65 billion. For the first time, wireline revenue exceeded wireless revenue, driven by demand for 800G and 1.6T optical transceiver validation needed for AI data centres. The company's software and services now represent 40% of revenue, with recurring revenue at 29%. Management projects full-year fiscal 2026 revenue growth above 20%.
