Requirements
  • Ten years of experience with Planning, Programming, Budgeting and Execution processes, including experience with both the National Intelligence Program and Military Intelligence Program, Department of Defense component Program Objective Memoranda submissions, Issue Team processes, Congressional Budget Justification reviews, reclamas, appeals, and budget execution reviews.
  • Five years of experience working with the Joint Capabilities Integration and Development System Requirements Process.
  • Experience with the Department of Defense Planning, Programming, Budgeting and Execution System and Acquisition Process.
  • A Top Secret/Sensitive Compartmented Information security clearance is required.
Responsibilities
  • Conduct research and analysis; provide recommendations to leadership; and prepare staff packages, position papers, responses, talking points, memoranda, briefings, and correspondence related to law enforcement efforts throughout the Planning, Programming, Budgeting and Execution cycle.
  • Perform technical studies and analyses, document reviews, and budgetary reviews related to systems, procedures, and requirements within the law enforcement portfolio.
  • Organize, analyze, and coordinate planning, programming, and resource data to support development, management, and oversight of the law enforcement portfolio and ensure alignment across the Department of Defense and Intelligence Community.
  • Support Office of the Under Secretary of Defense for Intelligence and Security interaction with Congress by assisting with testimony, responses to Congressionally Directed Actions, appeals to Congressional budget marks, and responses to advance policy questions and questions for the record.
  • Provide routine status and results updates and briefings to senior leadership, maintain a tracking vehicle for Department of Defense deliverables, and provide weekly issue updates.
  • Establish and maintain programmatic and resourcing procedures and requirements supporting the Office of the Under Secretary of Defense for Intelligence and Security law enforcement portfolio.
  • Identify stakeholders, coordinate meetings and staffing, and draft and edit documents and presentations for Office of the Under Secretary of Defense for Intelligence and Security-led or law-enforcement-themed meetings.
Desired Qualifications
  • Experience in Department of Defense law enforcement, such as Special Agent or Military Police experience.
  • Experience analyzing operational needs and gaps.
  • Working knowledge of planning documents including the Defense Intelligence Strategy, Consolidated Intelligence Guidance, Joint Staff Purple Slides, and Intelligence, Surveillance, and Reconnaissance Roadmap.
