Requirements
  • A bachelor's degree in Finance, Accounting, Business Management, or Information Technology or a related field from an accredited college or university, or an equivalent combination of education and experience.
  • Seven to ten years of hands-on experience in Oracle Cloud Enterprise Resource Planning, another enterprise resource planning system, Finance/Human Capital Management applications, or E-Business Suite Financials, Procurement, Payroll, or Human Capital Management systems implementation and support.
  • Understanding of financial, payroll, human capital management, and accounting methods aligned with organizational goals.
  • Working knowledge of Oracle Cloud Enterprise Resource Planning, another enterprise resource planning system, Finance/Human Capital Management applications, or E-Business Suite Financials and Procurement systems.
  • Experience with business process design, implementation, or assessment across finance, supply chain, and human resource business cycles.
  • Knowledge of enterprise resource planning systems and the ability to manage and control technical financial information using applicable software, including spreadsheets, databases, and presentation tools.
  • Strong analytical planning, problem-solving, and organizational skills.
  • Ability to manage and lead projects by creating project plans, identifying and mitigating risks, defining scope and goals, communicating milestones, and providing feedback.
  • Ability to assimilate information from varied sources, analyze it, and recommend courses of action.
  • Ability to think clearly, analyze quantitatively, solve problems, and prioritize issues.
Responsibilities
  • Partner with business leadership to support system performance, Center of Excellence initiatives, goal setting, and progress reporting.
  • Identify and coordinate resolution of system issues with DC Water business and information technology teams, managed care services, and software vendor support.
  • Initiate projects that improve Finance, Procurement, Human Capital Management, Budget, and Payroll operations and processes.
  • Allocate 50% of time to hands-on operations tickets and change requests and 50% to management, new projects, and process improvements.
  • Lead process improvement projects across the Finance, Procurement, and Compliance cluster, including project scope development, implementation scheduling, resource management, budget estimates, risk management, and project quality assurance.
  • Represent the Director of the Center of Excellence in meetings with external agencies and internal and external stakeholders when directed.
  • Participate in projects improving and automating business processes in Finance, Procurement, and Payroll applications and develop cost-benefit analyses for system initiatives.
  • Evaluate and recommend changes to current and future enterprise resource planning system configurations and introduce financial reporting and processing tools.
  • Create business requirements, user test scenarios, test data, test plans, and design documents for enhancements and projects related to Enterprise Resource Planning, Human Capital Management, Enterprise Performance Management, and Payroll systems.
  • Facilitate report creation using Oracle Transactional Business Intelligence and other reporting tools provided by Oracle Cloud Enterprise Resource Planning applications.
  • Assist business leads with day-to-day issues related to supported enterprise resource planning business processes.
  • Interact across DC Water departments to negotiate solutions that support organizational goals and objectives.
  • Assist with change management by identifying system changes, conducting impact analysis, and obtaining approvals across enterprise resource planning, Human Capital Management, Enterprise Performance Management, and Payroll system owners.
  • Work with system end users by providing or facilitating training, support, and troubleshooting; collect user input and assess potential system configuration improvements.
  • Assist in managing and tracking corrective action plans from internal and external audits or internal control reviews and collaborate with auditors.
  • Manage enterprise resource planning and related systems operations and maintenance for Finance, Procurement, and Payroll and coordinate process improvement implementation.
  • Assess Finance and Procurement areas to reduce risk, improve efficiency, enhance communication, and track and improve performance.
Desired Qualifications
  • Working knowledge of or training in Oracle Cloud Enterprise Resource Planning, another enterprise resource planning system, or E-Business Suite Human Capital Management, Payroll, or Budgeting/Enterprise Performance Management systems.
  • Experience with advanced Excel modeling, data modeling, and business intelligence reporting tools.
  • An advanced degree or professional certification in information technology, business, or accounting fields.
