Requirements
  • At least 5 years of experience in broker relations, Medicare outreach, field marketing, or a related healthcare role.
  • At least 1 year of experience leading or managing a team.
  • Working knowledge of the Anti-Kickback Statute, CMS Medicare marketing regulations under 42 CFR Part 422/423 Subpart V, CMS event-type classification rules, and Office of Inspector General guidance on beneficiary inducements, or demonstrated willingness to develop this knowledge immediately upon hire.
  • Understanding of broker licensing and CMS certification requirements for Medicare Advantage sales.
  • Proficiency with customer relationship management systems such as HubSpot or Salesforce and standard business applications.
  • Proficiency with Google Suite, including Drive, Docs, Sheets, and Slides, for real-time collaboration.
  • Demonstrated leadership, critical thinking, and problem-solving capabilities in a compliance-sensitive environment.
  • Strong relationship-building, interpersonal, and presentation skills for engaging brokers, Field Marketing Organization contacts, community partners, and internal stakeholders.
  • Excellent organizational, time-management, and multitasking skills with strong attention to detail.

Responsibilities
  • Lead, coach, and develop a team of Broker Liaisons, setting performance expectations and ensuring accountability for territory outcomes, compliant broker engagement, and documentation standards.
  • Provide ongoing feedback, training, and professional development, including role-specific training on Anti-Kickback Statute requirements, CMS Medicare marketing regulations, event-type classification rules, the “anything of value” test, and non-exclusivity principles.
  • Ensure Broker Liaisons understand and consistently apply applicable regulatory requirements in broker interactions, event participation, and outreach activities.
  • Establish escalation protocols for broker events, event structures, and potential compliance concerns, and ensure those protocols are followed.
  • Interview, onboard, and train new Broker Liaisons, including covering assigned territory gaps during transitions as needed.
  • Conduct regular one-on-ones and team meetings to review territory performance, compliance activity, market insights, and open issues.
  • Collaborate with Field Marketing Organization and broker network contacts at a management level on educational outreach initiatives, community event opportunities, and compliant engagement.
  • Oversee arrangements with Field Marketing Organizations or broker networks involving resource-sharing, co-hosted activities, or coordinated outreach, applying the “anything of value” test before arrangements are finalized.
  • Set and enforce a regional framework for broker and Field Marketing Organization interactions, ensuring interactions are arm's-length and non-exclusive and that no remuneration or other thing of value flows between the organization and brokers.
  • Establish guidelines requiring engagement with a range of brokers, and monitor and address exclusivity patterns.
  • Verify that brokers interacting with Better Health Group are appropriately licensed and CMS-certified to sell Medicare Advantage plans in the applicable state.
  • Ensure there are no written or informal agreements concerning patient referrals or enrollment volume, and review and approve written event arrangements before execution.
  • Develop and execute a compliant regional outreach strategy with the Director of Field Marketing for Medicare education and community engagement.
  • Own regional growth metrics for the Broker Liaison team and drive patient education and awareness outcomes through compliant engagement.
  • Collaborate with the Director of Field Marketing on market activities, community outreach, and new clinic openings in the assigned region.
  • Establish a feedback mechanism with broker and Field Marketing Organization contacts to discuss consumer needs and outreach effectiveness without creating expectations of reciprocal referrals or exchanging patient information.
  • Provide the Director of Field Marketing with regular updates on regional strategy, team performance, compliance activity, market conditions, and emerging opportunities or challenges.
  • Provide a monthly activity calendar of scheduled community events, outreach activities, and relationship-building opportunities across the region.
  • Oversee planning and execution of compliant community events, including Medicare education seminars, health fairs, and broker education sessions.
  • Ensure events are properly classified as educational or marketing/sales events under CMS definitions and that the applicable rules are followed.
  • Ensure co-hosted activities with broker partners are genuinely educational, involve no on-site enrollment or reciprocal compensation, use fair-market-value resource sharing documented in writing, and are not tied to patient referrals.
  • Coordinate marketing and educational content for regional events and outreach activities, ensuring materials comply with CMS guidelines and receive required health plan or CMS review before distribution.
  • Ensure Broker Liaisons document the educational content and character of events, particularly those attended or co-hosted with brokers, to support compliance records.
  • Own the regional Anti-Kickback Statute and CMS compliance framework for broker and Field Marketing Organization engagement activities, translating enterprise policies into operating standards.
  • Partner with the compliance team on regulatory developments affecting broker relationships and community outreach, updating regional standards and retraining the team when guidance changes.
  • Review and approve novel or ambiguous broker arrangements, event structures, and resource-sharing proposals, consulting the compliance team when material regulatory uncertainty exists.
  • Ensure documentation standards are followed across regional broker interactions, co-hosted events, and outreach activities.
  • Lead or coordinate required CMS and Anti-Kickback Statute compliance training annually and in response to regulatory updates.
  • Handle prospective patient information and broker-sourced contact data in accordance with HIPAA privacy and security requirements.
  • Collaborate with the Leadership Team to support new clinic openings in the assigned region, providing broker and community outreach input on market-entry strategy.
  • Partner with Community Events and Field Marketing teams to align broker outreach with organizational event and growth objectives.
  • Ensure consistent use of customer relationship management systems such as HubSpot across the Broker Liaison team to track broker interactions, educational activities, outreach touchpoints, and compliance documentation.
  • Monitor and report regional performance metrics, broker engagement, patient education outcomes, conversion, and compliance activity summaries, surfacing open issues to the Director and compliance team.
  • Provide support for special projects and educational initiatives as directed by the Director of Field Marketing.
Desired Qualifications
  • A bachelor's degree in a related field is preferred; equivalent experience is considered.
  • Experience in broker relations, Medicare outreach, field marketing, or a related healthcare role in Medicare Advantage or value-based care is preferred.
  • Experience working with Field Marketing Organizations, independent brokers, and broker networks is preferred.
  • Experience in Medicare Advantage, Medicaid, or value-based care organizations is preferred.
  • Bilingual English and Spanish capability is preferred.
