Responsibilities
- Provide daily oversight of contractors performing maintenance activities on interstates and major primary roads, including facilities and assets.
- Monitor contractor work to ensure compliance with contract requirements.
- Assist the Residency or District with contractor compliance reports and planned work activities.
- Provide support for contracts within the assigned program area.
- Ensure contracts are developed or monitored effectively and comply with VDOT policies, procedures, regulations, and guidelines.
- Communicate with contractors about contract questions, resolve conflicts, and review and respond to citizen concerns and complaints regarding contract-related issues.
- Review safety issues and communicate them to the contractor.
- Monitor contracts and provide guidance and direction to field workers.
- Review and verify completed contract work.
- Address and document contractor performance issues and notify the manager.
- Review, interpret, and identify contract specifications.
- Conduct contract monitoring, field inspections, and operational audits based on performance data.
- Monitor compliance with established standard operating procedures.
- Conduct field reviews assessing asset conditions, work in progress, and completed work.
- Communicate with contractors, VDOT staff, and others regarding work status, unusual events, or technical assistance.
- Review and approve incident management plans and public information plans with the district and Central Office.
- Monitor contractor performance during significant events, including snow, ice, hurricanes, floods, and mud or rock slides.
- Conduct monthly contractor meetings to review performance issues and request contractor responses.
- Serve as the liaison between VDOT and the contractor when monitoring emergency operations throughout the assigned area.
- Ensure emergency operations plans are implemented by reviewing incident management, winter maintenance, snow removal, and preparedness activities.
- Provide maintenance contract quality assurance by evaluating contracted maintenance work and operations management against contract standards, VDOT Road and Bridge specifications, plans, materials testing, environmental requirements, traffic requirements, and work-zone safety requirements.
- Evaluate contracted work and operations against VDOT specifications, standards, manuals, and plans.
- Prepare reports on the quality of work accomplished and monitor contractor achievements against performance requirements.
- Notify the contractor, district, and Central Office staff of work requiring remediation and ensure remediation is completed.
- Review contractor work plans and provide guidance or encourage adjustments to meet maintenance needs.
- Provide reports on major work activities and advise on work-plan issues.
- Compile diaries and photographs documenting contractor work, timeliness, quality, and worker and traveling-public safety.
- Coordinate public information inquiries and announcements with Public Affairs.
Desired Qualifications
- ACI concrete field, soils, and aggregate field certification.
- CPR with AED, Standard First Aid, and Blood Borne Pathogens Combined Course.
- Erosion and Sediment Control certification.
- Experience in an operations maintenance environment and working with contracts for traffic control devices, Traffic Operations Center operations, safety service patrol, and contract administration.
- Experience developing contract specifications and engineering estimates.
- Experience in highway maintenance and construction activities, as well as contract development and administration.
- Flagger certification.
- Intermediate Work Zone Traffic Control Safety certification.
- Pavement markings and guardrail installation certification.
- VDOT or MARTCP certifications in asphalt field.
