  • At least 10 years of experience in health data analytics or a related field.
  • Master’s or Doctorate in computer science, medicine, biostatistics, engineering, or a related field (e.g., mathematics, biology, health science, medical sciences).
  • Expertise in working with both traditional and non-traditional health datasets.
  • Proficiency in predictive modeling techniques to interrogate and analyze health data.
  • Knowledge of the landscape of companies that mine and analyze non-traditional health datasets.
  • Experience translating data findings into clinical relevance for Medical Countermeasure development.
  • Familiarity with electronic health record data, payer data, wearables, and other non-traditional health data sources.
  • Strong analytical and problem-solving skills to interpret complex health data and provide insights for Medical Countermeasure development.
  • Ability to collaborate with multidisciplinary teams to integrate data findings into Medical Countermeasure strategies.
  • Experience translating health data analytics to inform on disease trajectories, patient outcomes, and resource utilization.
  • Excellent communication skills to present data findings to non-technical stakeholders.
Responsibilities
  • Support BARDA Program Office(s) as a subject matter expert in Chemical Threats, Radiological/Nuclear Threats, Burn and Blast Injuries, or Biological Threats (including viral and bacterial threats), Influenza and Emerging Infectious Diseases Division (IEIDD) and related regulatory aspects of medical countermeasures.
  • Provide guidance and recommendations on key issues related to the area(s) identified above.
  • Serve as advisor on Technical Evaluation Panels (TEPs) including white papers/market research abstracts, technical proposals, and budget proposals.
  • Participate as subject matter experts on Program Coordination Teams (PCTs).
  • Provide expert assessments, recommendations, and educational material to PCT and Contracting Officer’s Representative as needed.
  • Provide subject matter expertise and advisory support to federal staff for development of cost estimates for notional programs/proposed work.
  • Review and comment on study protocols, study reports, regulatory documents, presentations, proposals, and related documents.
  • Develop work products including expert summary reports, expert opinion assessment reports, analysis reports, manuscript writing/contribution, and review and technical assessments related to BARDA’s mission.
  • Advise federal staff on the appropriateness and probability of success of Contractor proposed statements of work and suggest improvements.
  • Distill complex information into informative and concise summaries with risk/benefit analyses and balanced recommendations.
  • Participate in strategic discussions with US Government in building new program areas aligned with BARDA’s mission.
  • Provide recommendations for project development level portfolio management and oversight; participate in Market Research efforts.
  • Serve as health data analytics SME on BARDA funded partnerships and contracts involving real-world data, artificial intelligence analysis of health data, digital health tools etc.
  • Provide support to BARDA program manager and provide insight to BARDA program team about health data and analytics.
  • Analyze Real-World Data and Real-World Evidence to inform Medical Countermeasure value, patient outcomes, and resource use.
  • Leverage traditional datasets (e.g., Electronic Health Records) with nontraditional datasets (e.g., payer, wearables) to guide Medical Countermeasure development and use.
  • Apply predictive modeling to interrogate traditional health datasets with nontraditional datasets to understand disease trajectories and health outcomes for Medical Countermeasure development and use.
