First phase of Kaiser Redlands medical campus heads to Planning Commission. Plans provide new details on the 113,000-square-foot outpatient building, with construction expected to begin by mid-2027. REDLANDS, Calif. - Kaiser Permanente is moving from master planning toward construction of its long-planned Redlands medical campus, with detailed plans for the development's first new building heading to the Planning Commission Tuesday. The commission will consider plans for a 113,000-square-foot, three-story medical office and ambulatory surgery center at Kaiser's existing property at 1301 California St. The building would include urgent care, outpatient surgery, chemotherapy infusion services, imaging, laboratory services and medical offices. The proposal marks the first phase of Kaiser's much larger expansion of its Redlands campus, which ultimately calls for approximately 983,000 square feet of health care facilities, including additional medical office buildings, a future general hospital, parking structure and supporting facilities. The Redlands City Council approved the master development plan and certified its Program Environmental Impact Report in April. Tuesday's consideration is more narrowly focused on the specific site and building plans for the first phase. Kaiser refers to the new facility as its Medical Office Building/Ambulatory Surgery Center 2, or MOB/ASC 2. Plans show outpatient imaging, clinical specialties and laboratory services on the ground floor, along with an urgent care clinic. The second floor would include outpatient surgery, chemotherapy infusion and clinic space, while the third floor would include outpatient procedures, surgery and recovery services and medical offices. The facility is expected to operate from 7 a.m. to 6 p.m. Monday through Saturday and employ up to approximately 218 people per shift. Construction is expected to begin by mid-2027 and conclude by the end of 2028. City staff found the revised first phase remains substantially consistent with the master development plan approved by the City Council in April. Staff is recommending that the Planning Commission approve the project. Senior assisted living project seeks another extension. Also on Tuesday's agenda, Homes4All LLC is requesting a third one-year extension for a previously approved 28-bed supportive housing facility for seniors. Plans call for a 12,585-square-foot assisted living facility on a vacant one-acre property on the north side of North Place, about 400 feet east of South Center Street. The project also includes driveways, parking, landscaping and lighting. The commission is being asked to extend the expiration date of the project's existing approval for another year. CarMax seeks approval for new signs. Commissioners will also consider a sign application for the CarMax automotive dealership and reconditioning facility at 1125 New York St. The proposal includes a 25-foot-tall freeway-oriented sign with a 120-square-foot sign face and a 12-foot-tall pedestal sign with a 50-square-foot sign face. The property is within the General Commercial District of the East Valley Corridor Specific Plan. Both the Homes4All extension and CarMax sign application are on the consent calendar, meaning they can be approved together without individual discussion unless a commissioner asks to pull an item.
