Requirements
  • Bachelor’s degree plus 10 years of experience supporting US Government or commercial contracts and customers and/or project management in other industries.
  • Excellent interpersonal skills with ability to lead the program team daily.
  • Demonstrated ability to manage revenue, operating margin, and cash performance of programs.
  • Master of project management skills and techniques including, experience leading Integrated Program Teams, work breakdown structures and integrated master scheduling.
  • Demonstrated experience working with internal and external customers to ensure project success.
  • Strong formal and informal communication skills with all levels of internal and external management.
  • Ability to operate and lead in team environment and teach and mentor others to manage in same way – a strong willingness to learn, take initiative and resolve issues.
  • Ability to resolve disputes and negotiate with positive outcome while maintaining good relationships with customers.
  • Defense Industry and DoD contract experience strongly desired.
  • Ability to manage risk to reduce likelihood and severity of program impacts.
  • Strategic thinker with excellent organizational skills.
  • Must be a US Citizen and able to obtain a DoD Secret Clearance.
  • Ability to travel domestically up to 30% of the time.
Responsibilities
  • Advocating and implementing the OU Director’s vision, mission, and goals.
  • Providing overall vision, leadership and direction to the program team (to include development of team members, team engagement, issue resolution, and initiating corrective actions).
  • Manage Portfolio awards, revenue, operating margin, and cash performance.
  • Development of long term growth strategies for Precision Fires and Artillery programs throughout the program lifecycle.
  • Lead a high-performance team of Program Managers, 7-10 FTEs.
  • Establishing and clearly communicating overall portfolio objectives, mission, vision and strategy – builds morale and supports team needs.
  • Building and maintaining successful relationships with current and prospective customers in Fuzing & Warhead and other Operating Units; coordinates and communicates effectively with functional leadership and teams.
  • Support development of product and technology road maps.
  • Providing leadership and direction to dotted line functional managers and operations to ensure management of all phases of execution from proposal development through contract closeout is successfully achieved.
  • Strategically planning through directing program and portfolio strategy development that integrates with the overall business and strategy; and participating in the business strategic and discretionary planning processes.
  • Managing program risk and opportunity process. Lead team through the identification of potential risks and opportunities that could impact portfolio performance and takes proactive action to resolve issues regarding cost, schedule, prioritization, and resource allocation.
  • Support the expansion of the Fuze and Warhead Operating Unit area into international markets.
  • Managing proposal teams and timely commitment reviews with senior leadership. Ability to communicate with senior leadership and outline potential opportunities, proposal schedules, financial positions, and proposed risks.
  • Driving timely and clearly communicated decisions and recommendations to senior leadership, the program team, and management team.
  • Manage discretionary budget.
Desired Qualifications
  • Prior experience with leading Profit and Loss for a Business and/or Market Segment.
  • Program Management experience managing development programs.
  • Program Management or Functional Management experience in artillery, fuzing, or energetic production.
  • Familiarity with electronic fuzing and/or electronic design and production.
  • Familiarity with energetics, and associated production.
  • PMI training and certification desired.
  • Master’s degree with STEM background.
  • 5-10 years of managing direct reports.
  • Experience in Proposal Management.
  • Experience with Lean, Six Sigma, Agile methodologies.
  • Ability to define technical strategy to promote capturing business in new areas.
  • Active DoD Secret Clearance.
