Requirements
  • Recognized degree in Civil Engineering with focus on roads, bridges, culverts, and pavement infrastructure.
  • Registered as a Professional Engineer (P.Eng) with PEO.
  • Minimum 7 years of experience in civil infrastructure design, construction, commissioning, operations and maintenance of assets with emphasis on pavements, roads, bridges, culverts and other components of transportation infrastructure for major developments including requirements unique to airports and Canadian aerodrome standards.
  • Design, maintenance, and restoration of civil infrastructure, including vehicular bridges, roads, tunnels, box culverts, and pavements, in accordance with applicable codes, standards, and guidelines such as the Canadian Highway Bridge Design Code (CSA S6), Transportation Association of Canada (TAC) guidelines, Ministry of Transportation of Ontario (MTO) requirements, Ontario Provincial Standards (OPS), Ontario Traffic Manual (OTM) Book 7 (Traffic Control during Construction), and other relevant CSA codes and standards.
  • Extensive knowledge of applicable local, provincial, and federal regulations, codes and standards as it relates to civil transportation infrastructure design including roadways and bridges.
  • Knowledge and experience in applying asset management principles to bridge structures, roadway networks, municipal services and associated infrastructure such as culverts and retaining walls.
  • Strong knowledge of pavement evaluation, geometric design standards for road and transportation infrastructure, and underground servicing systems, including stormwater drainage.
  • Training or experience in OSIM bridge inspection (preferred). Familiarity with airport-specific standards (e.g., TP312, ICAO, FAA) is a strong asset.
  • Demonstrated experience in use of MicroStation/BIM/AutoCAD, Bentley InRoads/OpenRoads Designer 3D modelling programs or other specialized software applicable to this role.
  • Good stakeholder engagement and communication skills including the ability to facilitate meeting / workshops with large groups of stakeholders.
Responsibilities
  • Provides advice, guidance and subject matter expertise throughout the planning, design, and delivery of the program related to roads, bridges, culverts and other transportation infrastructure ensuring compliance with all applicable codes, standards, and Airport client-specific requirements.
  • Ensures that the design and construction of road and bridge infrastructure, including associated civil systems, meet technical requirements, codes, and standards through comprehensive design reviews, submittal evaluations, and quality assurance processes. This includes: Conducting Facility Alteration Permit (FAP) compliance reviews for all proposed upgrades, alterations, maintenance work and new construction to ensure adherence to applicable regulations, codes, standards and client-specific requirements including assessing whether proposed methodologies, criteria and designs are appropriate and reasonable.
  • Providing non-resident engineering expertise through field inspections during various stages of construction to confirm that road and bridge works are implemented per approved plans and specifications.
  • Oversees and provides expert input on Client infrastructure servicing as it relates to roads, bridges, culverts, and related systems, ensuring integration with broader networks including water, sanitary sewer, stormwater, and associated civil structures such as underground lift stations and parking garages.
  • Coordinates with internal stakeholders on Airport servicing infrastructure (particularly roads, bridges, culverts, and associated systems) and provides recommendations regarding the capacity, performance, and reliability of existing and proposed assets.
  • Assesses alternative technical proposals submitted by the contractor and provides feedback as to the feasibility of the proposal and alignment to client requirements.
  • Coordinates the technical elements of the program related to road and bridge infrastructure, including establishing targets and goals to guide program delivery and performance. Coordinates the interface between other engineering and architectural disciplines to ensure integration and coordination across programs, facilities, and assets.
  • Reviews deliverables submitted by the contractor / designer and confirms compliance to the relevant requirements, codes, and standards. Monitors the input of the designer throughout the construction phase (RFIs, shop drawings, material approvals, mock-up approvals, punch list, etc.) Provides Management level progress reports and briefings with respect to design progress, issues, and opportunities.
  • Coaching, mentoring, and supporting the career development of airport staff.
