Responsibilities
  • Lead and manage projects supporting the West Chester and Blue Ash sites through initiation, planning, monitoring and controlling, execution, and closure.
  • Manage project teams, stakeholders, communications, cost tracking, and spend forecasting.
  • Lead capital project delivery for new and modified manufacturing and packaging lines from conceptual design and business case development through detailed engineering, procurement, construction, commissioning, qualification, and handover to Operations.
  • Lead cross-functional project teams, including oversight of assigned project coordinators, contract project managers, and consultants.
  • Develop project charters, scopes, resource requirements, and budgets; maintain integrated project schedules and manage critical path activities.
  • Prepare capital and purchase requests and cost estimates; track actuals against budget, forecast variances, and recommend accruals for finance.
  • Manage supplier activities during design, fabrication, installation, commissioning, and qualification.
  • Manage User Requirement Specifications and Functional/Design Specifications and coordinate Factory Acceptance Testing and Site Acceptance Testing.
  • Coordinate Installation, Operational, and Performance Qualification and Process Performance Qualification activities to achieve line and equipment release for good manufacturing practice production.
  • Coordinate equipment and process technology transfer activities, including cleaning validation, process characterization, and ramp-up or line trials.
  • Coordinate with Automation and Controls Engineering on control-system integration, including programmable logic controllers and supervisory control and data acquisition systems.
  • Ensure construction partner activities for facility and utility tie-ins, including water for injection, clean steam, compressed air, and HVAC/environmental classification, are completed on schedule.
  • Ensure project activities are executed through the quality change-control system, including impact assessment and approval before implementation.
  • Provide project status reporting covering scope, schedule, cost, risk, and quality metrics.
  • Develop and execute project communication plans, including sponsor and steering committee cadence, cross-site stakeholder alignment, and escalation of decisions requiring sponsor input.
  • Develop and maintain project risk registers, implement mitigation plans, and track residual risk through project closure.
  • Facilitate decision-making and resolve issues and conflicts within and across project teams, escalating matters requiring cross-functional trade-offs to the PMO or project sponsors.
  • Partner with Engineering, Quality, Supply Chain, Regulatory, and Technical Services on strategy development and project execution.
  • Manage vendor and contractor relationships, including request for proposal/request for quotation development, bid evaluation, contract negotiation support, and performance management.
  • Apply the PMO framework, stage-gate reviews, tools, and processes throughout all project phases and champion the PMO within the organization.
  • Manage project punch lists, final documentation turnover, and formal handover of new lines to Operations and Maintenance.
  • Facilitate lessons-learned and post-project reviews and apply findings to PMO best practices, project metrics, and future planning.
  • Support good manufacturing practice documentation, including protocols, reports, and standard operating procedures, and support deviation and corrective and preventive action management.
  • Maintain a safe work environment and ensure compliance with relevant health, safety, and environment requirements.
Desired Qualifications
  • A bachelor's degree in Engineering, Science, Business, Supply Chain, or another related discipline.
  • Seven or more years of progressive project and program management experience, or five or more years paired with Project Management Professional certification, in a pharmaceutical or related good manufacturing practice manufacturing environment, including direct capital project delivery.
  • Project Management Professional certification.
  • Experience with lean concepts and tools.
  • Direct experience managing capital projects involving equipment installation, commissioning, and qualification in a regulated manufacturing environment.
  • Experience with Six Sigma methodologies, including Green Belt or Black Belt, and continuous improvement programs.

Lilly and Resilience invest $750M in diabetes and obesity drug device supply. July 31, 2026 | The investment will expand Resilience's U.S. capacity to make the KwikPen device Eli Lilly uses to deliver its injectable diabetes and obesity medicines. Eli Lilly is expanding its partnership with service provider Resilience, with the pair committing $750 million to U.S. drug manufacturing capacity. The partners are using the cash to bolster Resilience's operations in the Cincinnati region. Through the investment, Resilience will significantly increase U.S. production of Lilly's KwikPen injectable device for diabetes and obesity medicines. The contract development and manufacturing organization (CDMO) is preparing the site for expansion with the aim of starting full operations early next year. In February, Lilly won FDA approval for Zepbound in a multidose KwikPen device. The product includes four doses of the GLP-1/GIP receptor agonist, providing a month of treatment for obesity or overweight in one device. Despite seeing some regain, patients in two trials maintained most of their weight loss after switching to either Foundayo or lower-dose Zepbound from other injectable incretin therapies. May 13, 2026 Resilience expects the KwikPen capacity expansion to create at least 400 jobs in the Cincinnati area. The addition of the new roles will bring the number of jobs created by Resilience in Ohio - where the CDMO has two sites around Cincinnati - up to 1,400. Resilience also has plants in Philadelphia and Toronto. The spend on the Ohio site continues Resilience's rapid rise. Launched in 2020 with more than $800 million from backers including Arch Venture Partners and 8VC, the CDMO went on to form pacts with companies including AstraZeneca, Sanofi and Takeda while raising almost $2.5 billion across two financing rounds, a debt deal and a loan from the U.S. Department of Defense. Resilience has used the money to add manufacturing capacity. The CDMO expanded a facility in West Chester, Ohio, in 2023; invested $225 million in a Cincinnati plant in 2024; and grew at two Ohio locations in 2025. In June, Resilience moved its corporate headquarters from San Diego to Blue Ash, Ohio, a northern suburb of Cincinnati. The company has partnered with JobsOhio to help staff the sites. The CDMO began working with Lilly in 2023. Resilience's archives lack a press release naming Lilly as a partner in 2023, although that year the CDMO did disclose a 10-year biomanufacturing alliance with an unnamed "leading pharmaceutical company."
