Requirements
  • A minimum of ten years of direct work experience in a project management capacity, using standard project management tools and covering plan development and execution in technical and functional settings.
  • Experience working in a team-oriented and collaborative environment.
  • Experience working with Architecture teams to assess and size stories and epics.
  • Prior experience in line management, coaching, and mentoring.
  • Experience integrating and aligning plans across a broad range of internal and external functions.
  • Experience working within Waterfall and Agile projects.
  • A bachelor's degree from an accredited institution in Computer Science, Business Administration, Healthcare, Project Management, or a related program.
  • Knowledge of Agile metrics, including task tracking, backlog tracking, burndown metrics, and velocity.
  • Knowledge of iterative and incremental development fundamentals.
  • Knowledge of healthcare or insurance information systems, management issues, and current trends.
  • Knowledge of Lean and Agile principles and processes.
  • Knowledge of Scrum theory, rules, and practices.
  • Knowledge of the software development life cycle and Agile procedures for predicting development team needs.
  • Expert coaching ability in implementing Agile Scrum.
  • Ability to work as a hands-on manager in a complex, fast-paced business environment.
  • Ability to present issues and challenges in senior management forums.
  • Ability to understand and represent both business and technology.

  • Expertise in Agile methodologies and frameworks such as Scrum and Kanban.

Responsibilities
  • Ensure appropriate resource and budget allocations, project planning completion, project intake, oversight, collaborative sprint and Scrum management, and Agile methodology application across the IT project portfolio.
  • Mentor, coach, and lead all Program and Project Managers.
  • Maintain the project dashboard in Planview and Azure DevOps standards, ensuring project data is available in near real time for leadership status reviews and EPR portfolio presentations.
  • Manage project and program managers and project teams through effective communication and coordination.
  • Lead retrospectives on project and team practices, and define and implement continuous improvements to increase the velocity and quality of IT Agile processes.
  • Manage project conflicts, challenges, and changing business requirements to keep operations performing effectively.
  • Work with team leads to resolve problems and project roadblocks.
  • Support product owners with intra-team dynamics concerning priorities and scope.
  • Maintain team data resources and hour allocations in project management software to support estimates and execution.
  • Manage project progress, acceptance, and project transitions.
  • Manage vendors and contractors on assigned engagements.
  • Manage special projects as assigned.
  • Manage large organizational change-management functions for key assigned projects.
  • Hire, train, and manage support staff while monitoring and evaluating outcomes.
  • Conduct performance reviews for each team member within IEHP guidelines.
  • Perform other duties required to support Health Plan operations and department business needs.
Desired Qualifications
  • Experience with JIRA, Azure DevOps, or Lean.
  • Prior experience in healthcare.
  • Project Management Professional certification.
  • Certified Scrum Master certification.
  • Advanced-level Microsoft Excel skills.
