Requirements
  • BS/BA degree in related field (or equivalent) plus approximately 8 years of related experience
  • Must have strong knowledge of Federal Acquisition Regulation, government procurement processes and life cycle of contracting including pre-award and post-award phases
  • Consequence of experience in acquisition planning, solicitation, source selection and award, contract modifications, statements of work, and contract correspondence
  • Ability to develop Acquisition Plans and other procurement justification and approval documentation
  • Ability to perform contract administration and ensure documentation supports various contract approaches including full and open competition, cost plus and fixed price contracts, Government Wide Acquisition Contracts and blanket purchase agreements
  • Excellent organizational and writing skills
  • Strong understanding of federal government business operations and work processes
  • Experience with cross-functional project teams and program management support
  • Proficiency in collecting, evaluating and testing financial data, summarizing issues and findings
  • Strong analytical and problem-solving skills
  • Experience with reconciling external interfaces with field offices to identify data gaps and errors
  • Experience with information technology systems to provide enterprise services support
  • Acquisition support experience across bureaus with IT, financial management, human resources, program management, economic analysis, executive support and administrative support
  • Advanced proficiency with Microsoft Office Word, PowerPoint, Excel, and Outlook
  • Strong presentation and oral/written communication skills
  • U.S. Citizenship Required
  • Ability to travel as coordinated with technical point of contact and approved in writing by the Contracting Officer; travel in accordance with Federal Travel Regulations
  • Location: Boulder, Colorado CONUS/OCONUS
  • Must be able to communicate via email using computer
Responsibilities
  • Support requirements for Program Support and Contract Analyst functions related to contracting/procurement processes from planning through close-out/deobligation
  • Demonstrate knowledge of Federal Acquisition Regulation, government regulations, and acquisition reforms; formulate documentation for various acquisition approaches
  • Develop Acquisition Plans and procurement justification and approval documentation; develop Source Selection Plans including evaluation criteria, contract line item structures, statements of work, task statements, contract modifications, and contract correspondence
  • Perform contract administration and ensure documentation quality of deliverables across the contract life cycle
  • Provide management support to collect, evaluate and test financial data for recurring departmental processes and reviews; summarize issues and findings clearly
  • Support project teams and program managers with daily execution of assigned work functions
  • Conduct periodic reconciliation reviews of external interfaces to identify data gaps, financial discrepancies and errors
  • Work with IT systems to deliver multi-functional Enterprise Services Staff Support Services
  • Provide acquisition support across bureaus with IT, financial management, human resources, program management, economic analysis, executive support and administrative support
  • Communicate effectively orally and in writing to support a broad set of services across the Department

  • Experience with Federal Managers’ Financial Integrity Act (FMFIA) preferred
