Requirements
  • A high school diploma or equivalent is required.
  • At least two years of experience in education, training, and/or mentoring peers, including training in a passenger rail environment, is required.
  • Experience with learning management systems and creating and developing e-learning modules is required.
  • Knowledge of Federal Railroad Administration, California Public Utilities Commission, and California Occupational Safety and Health Administration rules and regulations is required.
  • Knowledge of continuous improvement policies and procedures is required.
  • Computer proficiency, including Microsoft Office and web-based applications, is required.
  • The position requires a valid driver's license and any endorsements required for the position.
  • The employee must successfully complete and maintain required safety certification and testing annually.
  • The employee must pass required pre-employment background, motor vehicle, physical, medical, and drug-screen checks.
  • The employee must meet the physical requirements, including walking on uneven surfaces, climbing stairs or step ladders, extended sitting and standing, kneeling, bending, squatting, passing required color and vision examinations, distinguishing auditory signals, working around loud noise and heavy or moving machinery, and working outdoors in all weather conditions.
Responsibilities
  • Assist in developing training programs.
  • Monitor and track employee training and development programs, including new-hire training, annual rules training, and training on relevant regulations.
  • Conduct follow-up studies and trend completed training to evaluate and measure results, modify programs as needed, and develop training materials using varied media.
  • Work with subject matter experts to evaluate and revise training tools and methods.
  • Ensure compliance with federal training regulations, especially 49 CFR 243.
  • Represent the safety department in interactions with other departments and maintain consistent safety messaging.
  • Implement company standards, rules, and processes in response to regulatory requirements and corrective actions from internal investigations.
  • Participate in internal audits related to training activities.
  • Perform field audits to assure quality of service.
  • Maintain relationships with department managers to understand training needs, develop course materials, and receive feedback.
  • Respond to incidents, injuries, and rules violations and lead investigations.
  • Travel to outlying points to assist in training.
  • Participate in a rotating on-call schedule that includes evenings, weekends, early mornings, and late nights, and work in inclement weather conditions.
  • Maintain regular and predictable attendance and punctuality.
Desired Qualifications
  • An associate degree in education, business, or a closely related field is preferred and may be substituted with three years of passenger railroad experience.
  • Knowledge of General Code of Operating Rules, standard railroad rules, and operating practices is preferred.
  • Knowledge of American Public Transportation Association standards is preferred.
