Requirements
  • A Master’s degree in higher education, public administration, human resources, law, or a related field plus seven years of related work experience including five years of leadership experience, or an equivalent combination of education and relevant professional experience.
  • Significant progressively responsible experience in Title IX, civil rights, equal opportunity, investigations, compliance, or a closely related area.
  • Demonstrated knowledge of applicable federal and state civil rights and nondiscrimination laws and regulations, including Title IX, Title VI, Title VII, the Americans with Disabilities Act and Section 504, the Violence Against Women Act, and the Clery Act.
  • Demonstrated experience managing complex and sensitive matters and ensuring fair, impartial, timely, and consistent processes.
  • Demonstrated leadership experience, including the ability to lead teams, work across organizational boundaries, advise senior leaders, and navigate complex institutional issues.
  • Excellent judgment and communication skills, with the demonstrated ability to maintain neutrality, discretion, and credibility with individuals holding differing perspectives.
Responsibilities
  • Provide university-wide leadership and oversight for compliance with Title IX and other applicable civil rights and nondiscrimination laws, regulations, and university policies.
  • Lead the Civil Rights & Title IX Office, including staff, operations, resources, case management systems, service standards, and continuous improvement of office processes.
  • Oversee the prompt, thorough, impartial, and consistent assessment, investigation, resolution, and documentation of reports involving discrimination, harassment, sexual misconduct, retaliation, and other matters within the office’s jurisdiction for both informal resolution and investigation or adjudication processes.
  • Advise university leadership on civil rights and Title IX matters, emerging regulatory requirements, significant cases and institutional risks, and identify patterns or systemic issues requiring university attention.
  • Develop, implement, evaluate, and maintain university policies, procedures, protocols, training, education, prevention, and outreach efforts related to civil rights, nondiscrimination, and Title IX compliance.
  • Ensure appropriate supportive measures, resources, accommodations, and resolution options are available and administered consistently while maintaining fair and equitable processes for all parties.
  • Build effective partnerships across the university’s colleges, divisions, and statewide campuses and with relevant external agencies and community partners to strengthen the university’s prevention, response, and compliance efforts.
Desired Qualifications
  • An advanced or terminal degree in a relevant field, including a Juris Doctor, Doctor of Education, or Doctor of Philosophy.
  • Experience serving as a Title IX Coordinator, Deputy Title IX Coordinator, civil rights or equal opportunity leader, or comparable senior compliance professional.
  • Higher education experience, particularly within a large, complex, multi-campus, or decentralized institution.
  • Experience supervising professional staff and leading organizational change or continuous improvement.
  • Experience with policy development, training and prevention programs, case-management systems, data analysis, and institutional reporting.
