Requirements
  • Active Top Secret/SCI clearance with NSA Full Scope Polygraph.
  • A Bachelor's degree in Engineering, Mathematics, Computer Science, Physical Science, or a related technical field and eight years of relevant experience; or a Master's degree in a related technical field and six years of relevant experience; or an Associate's degree and ten years of relevant experience; or twelve years of relevant experience in lieu of an Associate's degree.
  • Degrees outside the listed technical disciplines may be considered for candidates who have successfully completed applicable military Technical SIGINT training programs, including Navy 9141 Intermediate Technical ELINT Analyst, Air Force 1N2A Intermediate Technical ELINT Analyst, Army 451/461 Intermediate Signals Analysis, Army 452 Advanced Signals Analysis, or the Military Signals Analysis Program.
  • Demonstrated experience in Communications Intelligence, Electronic Intelligence, Foreign Instrumentation Signals Intelligence, PROFORMA, or the design or engineering of aerospace, communications, electronic, or industrial systems.
  • Strong understanding of RF signal characteristics, digital signal processing, and signal exploitation methodologies.
  • Knowledge of Technical Signals Intelligence compliance policies, procedures, and operational authorities.
  • Experience supporting system requirements development, testing, and user acceptance activities.
  • Ability to work independently while managing multiple priorities in a fast-paced operational environment.
Responsibilities
  • Manage system requirements and derived requirements to ensure delivery of production systems compatible with defined system architectures, including Department of Defense Architecture Framework and service-oriented architecture.
  • Contribute to systems engineering documentation, including System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Assist with developing system and functional requirements and allocating them to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews.
  • Participate in Integrated Product Teams to design new capabilities based on development and operational considerations.
  • Allocate real-time process budgets and error budgets to system and subsystem components.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define verification methods, processes, and evaluation criteria for systems, subsystems, and work products.
  • Develop system design solutions that satisfy system requirements and functional analysis.
  • Review and provide input to program and contract work breakdown structures, work packages, and integrated master plans.
  • Participate in interface definition, design, and configuration changes throughout the system life cycle.
  • Derive stakeholder needs, logically inferred functions, and lower-level requirements from higher-level allocated requirements.
  • Establish and gain approval for requirements, designs, interfaces, and test procedures as a common reference for hardware and software developers.
  • Develop derived requirements for Information Assurance Services, Basic Information Assurance Mechanisms, and security mechanism technologies.
  • Implement service-oriented architecture solutions and Department of Defense Architecture Framework operational, technical standards, and systems and services views.
  • Review and approve systems engineering documentation for accuracy, completeness, and alignment with system needs.
  • Capture interface designs in a common interface control format and store interface data in an accessible repository.
  • Assess program risks, including probability of occurrence and quantified consequence of failure, in accordance with an approved risk management plan.
  • Plan verification efforts for new and unproven designs with system stakeholders early in the development life cycle.
  • Prepare timeline analysis diagrams illustrating time-dependent function flows.
  • Establish formal requirements change-control processes that ensure impact assessment, stakeholder approval, traceability, and action tracking.
  • Manage the technical integrity of the system baseline from development through deployment and operations and maintenance.
  • Support planning and test analysis for Department of Defense Certification and Accreditation and other government certification and accreditation processes.
  • Support development and review of Joint Capability Integration Development System documents, including Initial Capability Documents, Capabilities Description Documents, and Information Assurance Strategies.
  • Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware and software system components.
  • Develop operational scenarios and an Operational Concept describing system, user, and environment interactions across operational, support, maintenance, and disposal needs.
  • Conduct quantitative analysis of non-functional system performance areas, including reliability, maintainability, vulnerability, survivability, and producibility.
  • Establish and follow formal procedures for coordinating system integration activities among multiple teams and ensuring interface coverage.

  • Experience supporting compliance validation, operational testing, and system accreditation activities.
  • Experience serving as a technical lead or mentor within multidisciplinary engineering or analysis teams.
  • Excellent written and verbal communication skills.
  • Strong analytical, troubleshooting, and problem-solving abilities.
