Requirements
  • A bachelor's degree in engineering, construction management, or a related field is preferred.
  • Three to five years of experience in renewable energy, engineering, construction, project management, or a related field is required.
  • Strong understanding of regulatory frameworks and guidelines applicable to renewable energy development is required.
  • Demonstrated experience developing projects through complex permitting environments is required.
  • Demonstrated experience interacting with government agencies at local, state, and federal levels is required.
  • Experience monitoring compliance and maintaining rigorous documentation through the project lifecycle is required.
  • Experience working collaboratively in a cross-functional and culturally diverse team environment is required.

Responsibilities
  • Oversee permitting, regulatory compliance, project controls, and project delivery processes required for construction and operation of a solar project.
  • Lead permitting strategy and execution and manage relationships with regulatory bodies at all levels of government.
  • Support project delivery and construction oversight activities and ensure full project lifecycle compliance.
  • Coordinate and oversee the performance of the engineering, procurement, and construction contractor, consultants, and third-party service providers on behalf of the project owner.
  • Coordinate overall project delivery and monitor project deliverables, commitments, and obligations across agreements.
  • Support the Project Manager in planning, executing, and delivering project activities.
  • Drive project execution and monitor progress to achieve project objectives and milestones on time.
  • Track construction milestones and the supervision activities performed by the Owner's Engineer.
  • Manage documentation related to construction engineering, quality assurance and quality control, and inspections.
  • Track contractual obligations and ensure compliance with contractual requirements.
  • Track permitting milestones, associated budgets, and document quality throughout the project lifecycle.
  • Support the Project Manager with environmental and overall permitting status activities.
  • Manage relationships with local, state, and federal regulatory bodies.
  • Coordinate with the Project Manager, environmental teams, external consultants, and legal counsel to ensure compliance with environmental laws and regulatory requirements.
  • Interact with stakeholders to facilitate registration and regulatory interconnection processes involving entities such as county offices, ERCOT, PUCT, and NERC.
  • Respond to internal and external environmental and permitting-related inquiries.
  • Develop and implement project permitting strategies and ensure timely acquisition of required permits.
  • Prepare and submit permit applications, monitor their progress, and address compliance issues.
  • Lead the permitting process in dynamic regulatory environments.
  • Minimize the company's permitting risk and liability.
