Arsenal Bio is looking for a Director of Procurement who is analytical, driven, strategic, and creative. Reporting into the Supply Chain Organization the Procurement leader will be responsible for leading the Procurement team and will drive important procurement activities including identification of suppliers, validation and performance management. In this critical role, you will be part of a cross-functional team working on supporting production start-up activities such as the design, installation, testing, and validation of manufacturing equipment, processes, and the quality approach for this exciting technology. In addition, lead Procurement activities supporting R&D projects and activities. The individual should possess a track record of successful relationship management, great communication skills, strong business and analytical acumen.
The responsibilities of this role include working with procurement partners to support and oversee manufacturing and R&D raw material categories. This is a pivotal and highly visible role that engages with local operations, functions and extended leadership teams on a regular basis.
What You Will Do:
- Develop regional category strategies and procurement strategies through strategic sourcing methodologies in order to continuously improve total costs, service and quality for the assigned categories spend in close collaboration with the stakeholders
- Manage Supplier Relations and partner with key customers to address the following:
- Data review and analysis, performance management, development and process improvements
- Manage supplier relations which includes change notifications, contract initiation, existing contract review, and price negotiations
- Develop, implement and manage supplier key performance indicators
- Own strategic supplier relationships and influencing strategy, negotiations and contracting, spends management, modeling and cost reduction roadmap execution, supplier financial health, developing and implementing critical material sourcing strategies, supply chain, and sub-supply chain risk reduction strategies, safety stock concepts
- Researches purchasing trends, threats/risks to the supply chain, and develops sourcing and sourcing strategies to mitigate risk to the supply chain and ensure business continuity
- Develop and manage material planning and forecasts to support R&D and manufacturing operations
- Forecast based on current product bill of materials (BOM) to ensure adequate holding stock at our critical suppliers’ warehouses
- Establish a robust and integrated demand and supply plan from raw materials to the final drug product
- Manages procurement duties, including: vendor sourcing, request for quote (RFQ) preparation, request for proposals (RFP) purchase order terms and condition negotiation, proposal evaluations, and purchasing of cGMP and non-cGMP material, equipment, and services
- Lead and manage in the approval of secondary and alternative suppliers to support cGMP manufacturing
- Responsible for purchasing of direct & indirect materials and establishing internal inventory levels as required to support cGMP manufacturing
- Support and oversee manufacturing raw material categories
- Manage non-ERP materials supply and ordering
- Accountable for procurement targets set by the Functional Head
- Set, allocate and monitor project-specific targets
- Completes change control documentation, incident reporting, and Corrective Action Preventive Action (CAPA) process in a quality management system
What Will You Bring:
- Minimum of 10 years of direct procurement experience with 4 years of people management experience. Bachelor’s degree is preferred or commensurate experience
- Experience in biotech, pharmaceutical, or cell and gene therapy manufacturing is desired
- Proficient knowledge with SAP/Oracle, Point Purchasing, Netsuite, Bill.com, or related systems
- Subject Matter Expert in procurement purchasing requirements for ERP implementation of SAP/Oracle and broad-based understanding of core procurement areas of focus (spend management, category management and supplier management)
- Strong and demonstrated project management capabilities
- Demonstrated success in managing multiple vendors, including pricing negotiations and alternative vendor sourcing
- Excellent leadership, collaboration, mentoring, and influencing skills
- Highly motivated with strong learning agility to continuously improve processes

The estimated base salary offer for the preferred primary location of San Francisco Bay area ranges from $194,300 - $238,000. Salary ranges for other locations may vary from this range. Base pay offered may vary depending on job related knowledge, experience, education, and location. In addition to these factors, we believe in the importance of pay equity and consider internal equity of our current employees as part of any final offer.
