Requirements
  • Experience supporting government or defense contractor programs.
  • Experience developing or maintaining budgets, financial trackers, program schedules, or execution reports.
  • Experience utilizing AMS CSPT (Common Spend Plan Tool) for requirements, funding, and budget planning activities.
  • Experience utilizing AMS PMT (Program Management Tool) to support acquisition execution, contract action tracking, and program management activities.
  • Experience developing, coordinating, and processing Procurement Initiation Documents (PIDs) and related acquisition documentation.
  • Strong analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Excel, PowerPoint, Word, and Outlook.
  • Ability to work effectively in a collaborative team environment.
  • A bachelor's degree in Business, Finance, Accounting, Economics, Management, Engineering, Acquisition Management, or a related field and a minimum of five years of experience supporting Department of Defense acquisition, program management, financial management, budgeting, or related work.
  • An active Secret clearance and the ability to obtain a Yankee White clearance.
  • U.S. citizenship is required to obtain the security clearance.
Responsibilities
  • Support financial planning, budget formulation, requirements management, and acquisition execution activities across Research, Development, Test and Evaluation; Procurement; and Operations and Maintenance funding portfolios.
  • Assist with program execution monitoring, requirements tracking, and financial management activities across current and future fiscal years.
  • Monitor program requirements and identify potential funding shortfalls, schedule impacts, execution risks, and resource constraints.
  • Maintain and update AMS CSPT inputs, baseline requirements, funding requirements, spend plans, and execution data in coordination with Integrated Product Team leads, Budget Financial Managers, and program leadership.
  • Develop, maintain, and analyze spend plans, financial trackers, obligation reports, execution reports, and funding status metrics.
  • Prepare funding requests, funding realignments, de-obligation requests, work completion date extensions, and other financial documentation required to support program execution.
  • Maintain contract action tracking, acquisition milestone status, and execution activities within AMS PMT and other government management systems.
  • Develop, coordinate, review, and process Procurement Initiation Documents and supporting acquisition documentation to facilitate contract awards, modifications, and other procurement actions.
  • Support development and review of budget exhibits, financial impact statements, acquisition strategies, procurement documentation, and program planning products.
  • Coordinate requirements planning, funding allocation, and acquisition execution activities with Integrated Product Team members, Budget Financial Managers, Contracts personnel, and stakeholders.
  • Track acquisition actions and assist with procurement planning to ensure contract awards and modifications align with program schedules and funding availability.
  • Develop and maintain reports, dashboards, metrics, briefing materials, and status presentations for program leadership and stakeholders.
  • Support acquisition reviews, financial reviews, budget reviews, Integrated Product Team meetings, and other program management forums.
  • Track action items, monitor program milestones, and provide status updates to support program execution and decision-making.
  • Provide analytical support related to contract execution, budget performance, funding requirements, procurement planning, and acquisition documentation.
  • Coordinate with government and contractor personnel to ensure timely completion of acquisition, financial, and program management actions.
  • Assist with process improvement initiatives related to financial management, acquisition planning, requirements tracking, and program execution.
  • Perform other duties as assigned or required.
Desired Qualifications
  • Experience supporting NAVAIR Program Offices, Naval Aviation programs, or PMA organizations.
  • Knowledge of Department of Defense acquisition processes.
  • Experience supporting spend plan development, budget execution, and financial management activities.
  • DAU coursework or acquisition-related certifications.
