Requirements
  • US citizenship is required.
  • A bachelor's degree in Engineering, Business Administration, Economics, or an equivalent qualification is required.
  • At least 10 years of related Operations Research experience is required.
  • A current Secret security clearance is required.
  • Experience with aircraft maintenance scheduling, quality control, maintenance operational management, and test-flight coordination is required.
  • Experience with technical supply operations of an Aviation Unit Maintenance Company is required.
  • Extensive experience overseeing tactical aircraft and fleet management and airfield-level issues is required.
  • Experience authoring Performance Work Statements, Statements of Work, Quality Assurance Plans, contract billing requirements, and related requirements documentation for Original Equipment Manufacturers and contract vendors is required.
  • Knowledge of Department of the Army regulations, technical manual procedures, and flight safety directives is required.
  • Working knowledge and experience with Foreign Military Sales lifecycle management, Defense Security Cooperation Agency policies, and international defense cooperation programs is required.
Responsibilities
  • Draft, review, and refine Performance Work Statements and Statements of Work outlining Original Equipment Manufacturer and Maintenance Augmentation Team post-production service-support requirements.
  • Assist in developing Contract Requirement Packages and serve as a technical representative for modification and monitoring of associated Army Contracting Command actions.
  • Provide technical advice, performance evaluation, and operational monitoring of service and service-support contracts to the Contracting Officer's Representative.
  • Serve as an aviation maintenance sustainment advisor to the AMCOM Security Assistance Management Directorate International Field Sustainment Directorate, Foreign Military Sales partners, program managers, depot-level commands, Organic Industrial Base facilities, and other military or agency organizations.
  • Coordinate between Foreign Military Sales programs and Organic Industrial Base facilities, including depots, arsenals, and repair activities, to ensure Maintenance, Repair, and Overhaul support and identify bottlenecks in Foreign Military Sales repair pipelines.
  • Provide direct technical advisory, troubleshooting, and maintenance support for deployed field-office personnel and partner nations in outside-the-continental-United-States environments.
  • Advise on planning, monitoring, and optimizing support operations for large-scale Supply Support Activities managing Class IX aviation repair parts, bench stock, and prescribed load lists.
  • Interpret and apply aviation regulations, technical manual procedures, and flight safety directives in daily support operations.
  • Interface with civilian contract maintenance and logistics personnel, Contractor Logistics Support organizations, US Army Sustainment Commands, the United States Army Security Assistance Command, and the Project Management Office to support operational coordination and customer service.
