Requirements
  • At least 3 years of relevant work experience.
  • At least 3 years of construction oversight experience, including surveillance, monitoring, and controlling construction activities to ensure compliance with contract documents and proper construction materials and techniques.
  • Experience reviewing construction technical data for progress reports, preparing data for construction payment estimates, and enforcing construction industry and safety standards.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to communicate clearly with a variety of stakeholders.
  • Ability to effectively solve problems.
  • Strong oral and written communication skills.
  • Experience managing multiple projects with independent schedules and budgets simultaneously.
  • Ability to travel between job sites if requested and work flexible hours.
  • Ability to walk or climb to inspection points, work in varied weather and terrain, work in hot, cold, or humid conditions, and maintain focus and precision during inspection tasks.
  • Ability to pass a background investigation, including criminal history, driving record, and educational verifications.
Responsibilities
  • Maintain day-to-day surveillance over field engineering activities associated with specific phases of a major military construction project.
  • Provide expertise and guidance concerning safety and quality assurance and ensure adherence to safety regulations in construction activities.
  • Review contractor schedules for logic, adequacy, and practicability to ensure milestones will be met.
  • Review contractor payment estimate submittals, progress measurement data, and reports of materials and equipment used.
  • Prepare daily activity reports covering contractor instructions, quantities of pay items placed, weather conditions, construction progress, reasons for delay, and unusual problems encountered.
  • Provide safety and quality assurance expertise and guidance to project sections and personnel.
  • Ensure compliance with environmental Best Management Practices under the contract.
  • Support project-related outreach efforts as required.
  • Support the construction oversight manager and Government Contracting Officer's Representative/Project Manager in construction execution.
  • Analyze problems and review and interpret plan and specification requirements.
  • Monitor work layout and inspect work in progress.
Desired Qualifications
  • A Bachelor's degree.
  • Horizontal construction experience.
  • OSHA 30 Construction certification.
  • Mobile Elevated Work Platform certification.
  • Construction Quality Management certification.
  • EM 385-1-1 certification.
  • Proficiency with project management software such as Procore or Autodesk.
