Requirements
  • A Master's degree in school counseling from an accredited college or university.
  • Possession of a valid Commonwealth of Pennsylvania instructional specialist certificate endorsed for Secondary Counselor, or a Guidance Counselor Certificate issued prior to July 1, 1969.
  • Possession of a valid Commonwealth of Pennsylvania Elementary and Secondary School Counselor (PreK–12) certificate.
  • Demonstrated knowledge of the principles, practices, and theories of individual and group counseling.
  • Demonstrated knowledge of the principles, practices, and theories of developmental and educational guidance.
  • Demonstrated knowledge of current techniques and trends in counseling and guidance at the secondary or middle school level.
  • Demonstrated knowledge of adolescent development, individual and group behavior, group dynamics, and interpersonal interactions.
  • Demonstrated knowledge of communication skills and techniques.
  • Demonstrated knowledge of current health, economic, and social problems experienced by urban families.
  • Demonstrated knowledge of the functions and resources of community and governmental agencies that provide support services for students and their families.
  • Ability to provide counseling and guidance on an individual and group basis and conduct group support and guidance sessions.
  • Ability to employ tact, diplomacy, and sound judgment when dealing with sensitive or personal problems and hostile attitudes.
  • Ability to work effectively with students and their families and help them constructively use their capacities to address specific problems.
  • Ability to identify signs of substance abuse and students at risk for suicide.
  • Ability to understand and interpret standardized test scores, marking guidelines, and promotional policies.
  • Ability to participate in crisis intervention.
  • Ability to communicate effectively orally and in writing.
  • Ability to prepare and maintain student counseling records, reports, correspondence, and statistical summaries.
  • Ability to establish and maintain effective working relationships.
Responsibilities
  • Provide general school counseling and guidance programs and services, including individual and group counseling and guidance.
  • Implement broad-based programs addressing decision-making, conflict resolution, self-esteem, coping strategies, and related issues.
  • Plan and provide classroom guidance focused on post-high-school planning, career exploration, family and peer relationships, and decision-making.
  • Provide formal and informal counseling services to students and parents concerning issues affecting or potentially affecting academic achievement and social, emotional, or personal development.
  • Address issues affecting students at risk of failing to attain their full academic potential.
  • Serve as the school-based resource for dropout prevention, substance abuse, pregnancy, homelessness, and crisis prevention and intervention.
  • Participate in team interventions with other staff to support students.
  • Collaborate with parents, teachers, and other staff to plan and implement comprehensive educational programs for students.
  • Make referrals to outside agencies as needed and provide ongoing follow-up services to students and parents.
  • Gather and disseminate information on critical issues including student substance abuse, suicide prevention, teen pregnancy, and homelessness.
  • Prepare and maintain student counseling records and prepare student reports, correspondence, and statistical summaries.
  • For the bilingual specialty, provide school counseling and guidance services in English and a specified world language and provide bilingual counseling materials.
  • For the middle college specialty, coordinate college visits, monitor students' progress toward college attendance, and work with teachers to provide academic interventions and supports.
  • For the sign language specialty, provide counseling and guidance services in English, American Sign Language, and Signed English and provide specialized counseling materials for deaf or hearing-impaired students.
  • For the GEAR UP 3 specialty, provide academic, college, and career counseling; support college entrance information, financial aid counseling, FAFSA completion, mentoring, job shadowing, and internship programs; coordinate college visits, speakers, workshops, events, and publications; maintain program records and data; submit matching-funds documents; provide program updates; share information with counselors; and attend required visits, meetings, training, and conferences.
