Requirements
  • A bachelor's degree in Business Administration, Supply Chain Management, Finance, Accounting, Public Administration, or a related field is required.
  • Five to seven years of professional procurement experience with progressively increasing responsibility is required, including competitive solicitations, vendor negotiations, contract review and administration, bid preparation and analysis, purchase order administration, and standard procurement practices and procedures.
  • Proficiency in procurement and financial management systems for requisitions, purchase orders, contracts, and invoice processing is required.
  • Proficiency in Microsoft 365 applications, including Outlook, Teams, Excel, Word, and Adobe, is required.
  • Experience with enterprise resource planning procurement systems and electronic procurement platforms is required.
  • Proficiency in ERP systems, electronic procurement systems, Microsoft 365 applications, and procurement-related software is required.
  • Knowledge of procurement principles, practices, terminology, accounting and financial control practices, accounts payable, and budgeting practices is required.
  • Knowledge of negotiating techniques, contract development, contract administration, and vendor relationship management is required.
  • Ability to communicate procurement requirements and contractual matters effectively to employees, administrators, vendors, and external partners is required.
  • Strong analytical, critical-thinking, and problem-solving skills are required to evaluate complex procurement issues, develop practical solutions, and communicate recommendations clearly.
  • Ability to exercise independent judgment and make sound decisions affecting procurement activities, contractual obligations, and institutional financial resources is required.
  • Ability to analyze financial data, perform business and cost analyses, evaluate pricing, and interpret procurement-related financial information accurately is required.
  • Ability to provide operational leadership, oversee daily Procurement Services activities, and serve as the Director's designee in the Director's absence is required.
  • Ability to organize and prioritize personal work and the work of the buyer in anticipation of department, school, and vendor needs is required.
  • Ability to manage complicated and detailed assignments simultaneously under tight deadlines and frequent interruptions is required.
  • Ability to adapt to changing priorities, institutional needs, and unexpected challenges while maintaining productivity and service quality is required.
  • Ability to lift or move objects up to 25 pounds with assistance or accommodations and work at a computer for extended periods is required.
Responsibilities
  • Assist the Director of Procurement Services in developing, implementing, and administering centralized procurement and contracting programs, policies, procedures, and strategic initiatives.
  • Provide guidance to College departments on purchasing strategies, competitive procurement requirements, contract administration, supplier management, and procurement best practices.
  • Assist in establishing procurement priorities supporting institutional operations, academic programs, and capital projects.
  • Manage high-dollar, unique, and specialized procurements while ensuring compliance with College policies, federal and state regulations, grant requirements, procurement ethics, and contractual obligations.
  • Improve procurement processes, reduce costs, mitigate risk, increase operational efficiency, and maximize the value of College expenditures through strategic sourcing, cooperative purchasing, supplier negotiations, and continuous improvement initiatives.
  • Develop, coordinate, and administer competitive solicitations, including RFBs, RFPs, RFQs, RFIs, and other procurement methods.
  • Evaluate procurement processes and recommend policy, procedural, and technology improvements.
  • Lead procurements through specification development, market research, supplier communications, solicitation issuance, bid and proposal evaluations, award recommendations, contract negotiations, and post-award administration.
  • Conduct supplier research, market analysis, and spend analysis to identify alternative sources, improve purchasing strategies, and achieve cost savings.
  • Administer procurements involving construction, architectural and engineering services, professional consulting services, technology, equipment, and other specialized acquisitions.
  • Review, negotiate, and administer contracts, agreements, MSAs, SOWs, software licenses, change orders, and other contractual documents.
  • Lead supplier negotiations considering pricing, quality, delivery, warranty, service levels, contractual terms, risk allocation, past performance, and total cost of ownership.
  • Develop and maintain supplier relationships while addressing contract performance concerns, delivery issues, pricing discrepancies, and other procurement matters.
  • Review and process purchase orders and related procurement documentation for compliance with policies, contracts, bidding requirements, and applicable laws.
  • Investigate and resolve supplier discrepancies involving pricing, availability, substitutions, delivery schedules, contract terms, and order fulfillment.
  • Monitor supplier acknowledgments and performance for timely delivery and purchase order compliance.
  • Coordinate with Shipping and Receiving Services, College departments, and suppliers to resolve shipment discrepancies, returns, damaged or nonconforming materials, cancellations, and replacement requests.
  • Provide guidance and mentorship to Procurement Services staff on procurement processes, procedures, problem resolution, and customer service.
  • Develop and deliver procurement training and maintain instructions for staff and College employees on procurement policies, procedures, contract administration, and purchasing systems.
  • Provide strategic and operational support to the Director and perform other related duties as assigned.
  • Serve as the operational lead for Procurement Services in the Director's absence, ensuring continuity of procurement operations, supplier relationships, and critical purchasing activities.
  • Assist the Director with procurement priorities, workload assignments, process improvements, and departmental goals.
Desired Qualifications
  • Certified Professional in Supply Management (CPSM) certification.
  • Experience supervising, mentoring, or providing leadership to procurement staff.
  • Experience in higher education interpreting and applying procurement policies, competitive bidding requirements, and applicable regulations.
