Requirements
  • The successful candidate will bring significant experience in regulatory, legal, compliance, regulatory management or corporate governance functions, together with a strong understanding of the European regulatory landscape and supervisory environment.
  • The successful candidate is likely to have 12+ years of relevant experience gained within a financial institution, regulatory authority, legal or compliance function, corporate governance team, or professional services environment, with a proven track record of supporting senior executives and navigating regulatory matters at the highest levels of an organisation.
Responsibilities
  • Monitor emerging regulatory developments and supervisory priorities, leveraging insights from the European Central Bank and other European authorities to provide timely, strategic advice to business and functional leaders.
  • Support the Barclays Europe Board and senior governance forums by coordinating high-quality materials, briefings and communications for the Board, Executive Committee and regulatory engagements.
  • Act as a trusted adviser to senior leaders across Barclays Europe and the Group, ensuring consistent messaging, effective information flow and robust tracking of regulatory themes, requests and commitments.
  • Support Barclays' public policy and advocacy agenda in France by developing relationships with external stakeholders and contributing to thought leadership on key regulatory topics.
  • Coordinate complex deliverables across multiple stakeholders and jurisdictions.
  • Provide strategic advice and guidance on all aspects of regulatory engagement while managing and coordinating the bank’s interactions with regulators.
  • Act as the central coordination point for all regulatory requests, reviews, examinations, responses and notifications, collaborating with relevant Accountable Executives to ensure timely and high-quality delivery.
  • Advise and brief internal stakeholders for regulatory engagement, record all regulatory engagement and forward resulting actions to relevant internal stakeholders.
  • Provide insightful and timely management information on regulatory engagement and priorities to internal stakeholders.
  • Identify emerging themes and issues and escalate them to the appropriate stakeholders for resolution.
  • Share information across regions to optimise the firm's global regulatory profile.
  • Monitor and evaluate regulatory relationships, ensuring timely advice, escalation and execution where remedial action is required.
  • Manage a business function and provide significant input to function-wide strategic initiatives.
  • Contribute to and influence policy and procedures for the function, and plan, manage and consult on multiple complex and critical strategic projects.
  • Lead organisation-wide projects as an individual contributor, act as a deep technical expert and thought leader, identify new ways of working, collaborate cross-functionally, and train, guide and coach less experienced specialists.
  • Provide expert advice to senior functional management and committees to influence decisions outside the function.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalate breaches of policies and procedures appropriately.
  • Foster and guide compliance, ensure regulations are observed, and ensure relevant processes are in place to facilitate adherence.
  • Monitor and influence the external environment, regulators and advocacy groups on behalf of Barclays when appropriate.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in complex or sensitive situations.
  • Exercise management authority to make significant and certain strategic decisions or recommendations within the role’s area.
  • Negotiate with and influence senior internal and external stakeholders.
  • Act as the principal contact point for key clients and counterparts in other functions and business divisions.
  • Act as a mandated spokesperson for the function and business division.
Desired Qualifications
  • Significant experience in Regulatory Relations, Compliance, Legal, Regulatory Management, Corporate Governance or a related discipline.
  • Strong understanding of European financial services regulation and the supervisory framework.
  • Experience engaging with senior executives, board members and external stakeholders.
  • Excellent written communication, briefing and reporting skills.
  • Proven ability to manage multiple priorities and coordinate complex cross-functional initiatives.
  • Experience operating within an international organisation and working with stakeholders across both Paris and London.
  • Strong strategic, organisational and stakeholder management capabilities consistent with a Chief of Staff profile.

OneMain Holdings issues $600M senior notes at 7.125% due 2034

OneMain Finance Corporation, a subsidiary of OneMain Holdings, has entered into an underwriting agreement to issue $600 million of 7.125% senior notes due 2034. The transaction is being underwritten by Barclays Capital and BMO Capital Markets. The offering is expected to close on 20 August 2026, subject to customary conditions. Net proceeds will be used for general corporate purposes, including potential debt repurchases or repayment. OneMain Holdings operates in the consumer finance industry, providing personal loans and financial services to non-prime consumers. The underwriters and their affiliates maintain existing investment banking and financing relationships with OneMain, including participation in previous asset-backed note offerings and lending arrangements.

Vitol secures $4.5B revolving credit facility at tight 75bp pricing

Vitol has signed a $4.5 billion revolving credit facility with a nine-month tenor. The deal, finalised on 16 March, priced at 75 basis points all-in with a margin of 40-50 basis points. Standard Chartered served as mandated lead arranger and bookrunner for the transaction. Santander and Barclays were among the participating lenders on the facility.

DailyPay secures $260M debt financing to expand early wage access services

DailyPay, a New York City-based early wage access provider, has secured $260 million in debt financing. The funding comprises a $160 million revolving credit facility from Barclays and Angelo Gordon, plus a $100 million term loan from SVB Capital and Neuberger Berman. The company plans to use the capital to expand its services domestically and internationally whilst pursuing innovation. DailyPay's clients include Hilton, Target, Kroger and Dollar Tree. The financing follows the appointment of Kevin Coop as chief executive officer five months ago. DailyPay previously raised $300 million in a revolving credit facility from Barclays last March and secured $500 million in equity and credit capital in 2021. The company operates in a crowded market with approximately 30 competitors, including Payactiv, EarnIn and Flexwage Solutions.

Hightown Housing secures $95M revolving credit facility with Barclays

Hightown Housing Association has secured a £75m revolving credit facility with Barclays to fund investment in existing homes and deliver more affordable housing. Mark Farrar, chief financial officer at Hightown, said the agreement advances the association's long-term funding strategy and reflects its strong financial position. He added that it will enable continued investment in existing properties whilst delivering new affordable homes. Mark Wecki, relationship director for real estate and social housing at Barclays, said the enhanced funding arrangement strengthens Hightown's liquidity and provides capacity to deliver much-needed affordable housing. He noted Hightown's strong track record of growth and community impact.

Barclays chief warns tax raid on banks would damage UK economy

Barclays chief executive CS Venkatakrishnan has warned that increasing taxes on banks would harm economic growth. He cautioned that higher levies would reduce lending capacity, noting that for every pound of capital retained, banks lend £8 to £10 into the economy. The comments come amid speculation that Prime Minister Andy Burnham and Chancellor John Healey could impose a windfall tax on banks. The Trades Union Congress has lobbied Labour to raise the bank surcharge from 3% to 35%, claiming it could generate £60bn. Barclays reported pre-tax profits of £3.3bn for the second quarter, up nearly one-third year-on-year. Venkatakrishnan emphasised support for the government's growth commitments whilst highlighting the importance of sustaining investment in financial services.
