Requirements
- Graduation from an accredited college or university with a Bachelor's Degree in Business or a closely related field, and three years of clothing operations experience including one year of supervisory experience, preferably in a correctional institution environment; or an equivalent combination of education and experience.
- Knowledge of clothing/property operations and procedures, jail operations and procedures, clothing/property equipment, safety standards and procedures, inventory management, warehouse purchasing and supply procedures, vendors within the clothing supply business area, and Texas County policies and procedures.
- Skill in understanding and applying jail standards and Sheriff's Office and Detention Administration policies and procedures.
- Skill in utilizing window-based software, Excel, Word, Outlook, Project, PowerPoint, and the Inmate Management Information System.
- Ability to clearly apply and communicate policy and procedures to multiple internal and external departments; supervise employees; troubleshoot equipment problems; communicate effectively verbally and in writing; perform basic mathematical calculations; operate and obtain information from surveillance camera and DVR systems; and establish and maintain effective working relationships with subordinates, inmates, family members, vendors, co-workers, and other County employees.
- Must secure and maintain a favorable background investigation from the Bexar County Sheriff's Office.
- Required to be on call 24 hours a day.
- May be required to work more than 40 hours during the workweek.
- May work weekends and perform shift work.
Responsibilities
- Make hiring, firing, and promotional recommendations for Clothing/Property Supervisors and Clothing/Property Technicians.
- Supervise, train, and evaluate Clothing/Property Technicians; organize and select individuals for monthly training and report completed training.
- Supervise, train, and evaluate multiple shift supervisors under their authority.
- Oversee and train Clothing/Property Technicians, Clothing/Property Supervisors, and inmates assigned or detailed to the Clothing/Property unit at the Main Jail and Jail Annex.
- Establish and modify work schedules and procedures to meet shift workload demands of a 19-person staff; conduct shift realignment; and prepare and coordinate personnel documentation for new hires, disciplinary actions, and terminations.
- Oversee the daily receiving and issuing of inmate clothing/property; oversee the receipt, safekeeping, and release of all inmate medications; and oversee medication disposal with the Pharmacy department.
- Maintain inmate clothing/property supply and fixed-asset inventories; develop plans for more efficient processing solutions for increasing inmate populations; and develop plans for integrating clothing technical solutions into future Jail Management Systems.
- Troubleshoot clothing equipment problems and coordinate repair and replacement; develop and maintain service contracts and warranties with vendors; and develop clothing property hardware and software solutions with Bexar County Sheriff's Office Information Technology, Bexar County Information Technology, and Detention Administration stakeholders.
- Prepare and submit clothing/property weekly activity reports, training reports, and daily strength reporting; and submit an annual state-of-the-Clothing-Department briefing.
- Conduct investigations into claims of missing property; testify in court on property receipt or evidence issues when required; conduct annual internal-control audits; and provide recommendations for continuous improvement of processes, human resources, training, and other audit findings.
- Prepare the annual Clothing Department unit budget; submit budget documents; assess year-to-year changes; forecast capital equipment requirements; and submit unfunded requirements during the execution year.
- Assist the Jail Support Services Manager with the Division budget.
- Monitor work-unit contracts for vendor compliance; develop specifications and recommendations for new contracts; and obtain additional price quotes on change orders in or outside the budget cycle.
- Respond to complaints from staff, vendors, inmates, other clients, and the general public; and appear in court to testify about inmate property and Clothing Department processes.
- Oversee and participate in investigations of alleged missing property and work to resolve alleged charges.
