Requirements
  • A minimum of 8–12 years of relevant experience in child welfare or a related field.
  • A Bachelor's Degree in Social Work or a related field.
  • At least 8 years of experience with Child and Family Services Review-related child welfare programs, including work in a federal, state, or local public child welfare program.
  • At least 5 years of experience with the Child and Family Services Review and Program Improvement Plan process, including accurately applying the federal Onsite Review Instrument.
  • At least 5 years of experience analyzing information and data and communicating findings.
  • Ability to pass a federal background check to serve in a position of public trust.
  • Strong analytical, problem-solving, and decision-making capabilities, including the ability to analyze situations, identify existing or potential problems, and recommend solutions.
  • Ability to manage and adapt to competing priorities, perspectives, and stakeholder needs.
  • Strong organizational skills and attention to detail.
  • Ability to exercise good judgment, discretion, tact, and diplomacy.
Responsibilities
  • Assist the Children's Bureau in implementing all aspects of the Child and Family Services Review in the assigned region, including preparing states for participation in reviews.
  • Plan and conduct case reviews and secondary reviews in states.
  • Review and provide feedback on assessments, progress reports, and correspondence.
  • Document, track, and monitor review and program improvement activities for regional states.
  • Interview agency staff, partners, and stakeholders to assess system functioning and improvement.
  • Support states in developing, implementing, and monitoring their Program Improvement Plans.
  • Use and analyze assigned state's Child and Family Services Review data indicators, context data, case review data, and other available data to help the Children's Bureau and the state understand performance, plan onsite reviews, develop the Program Improvement Plan, and monitor and adjust improvement strategies.
  • Support states, in conjunction with the Children's Bureau, in developing or improving Continuous Quality Improvement systems, including case review processes, accurate application of the federal Onsite Review Instrument, and meaningful engagement of stakeholders, particularly people with lived experience in the state's child welfare system.
  • Coordinate, facilitate, and support collaboration among the Children's Bureau, state agency staff, state legal and judicial partners, tribal communities, training and technical assistance providers, grantees, and others on Child and Family Services Review-related work.
  • Participate in federally required and self-directed training and learning activities.
  • Assist the Children's Bureau in improving or revising Child and Family Services Review processes and materials, including instruments, manuals, briefs, and guides.
  • Identify regional trends or technical assistance needs by analyzing regional child welfare programs, gathering research on promising practices, and preparing reports or presentations as required.
Desired Qualifications
  • A Master's Degree in Social Work or a related field.
  • Experience using, managing, analyzing, interpreting, and reporting public agency administrative child welfare data to drive continuous quality improvement.
  • Direct experience administering the Child and Family Services Review process, developing or implementing Program Improvement Plans, or performing similar Continuous Quality Improvement or Quality Assurance processes at the federal, state, or local level.
  • Experience working in a federal contracting environment.
