Responsibilities
  • Lead a team of Operations Compliance professionals to meet schedules and goals in a multifaceted data center environment.
  • Partner with senior management to execute strategy and programs within sites in scope.
  • Act as a subject matter expert for assigned compliance subjects and establish working links with regional operational representatives and management.
  • Manage, recruit, retain, coach, develop, and motivate team members to ensure optimal performance.
  • Manage team activities, including results, costs, methods, and staffing.
  • Coordinate site-level internal and external compliance audits and act as the single point of contact for the Compliance Center of Excellence for audit activities.
  • Manage audit findings, report findings to management and stakeholders, and identify processes for audit based on criteria and controls.
  • Manage rollout of new certifications and sustain existing certifications within sites in scope.
  • Develop local procedures that comply with legislative and company requirements.
  • Maintain required compliance records in local and global repositories, including records relevant to Operations compliance such as QISBC and Environmental, Health and Safety.
  • Create global and regional policies and processes relevant to the assigned compliance subject.
  • Produce compliance reports for local management, including key performance indicators and metrics.
  • Analyze corrective and preventive actions to identify systemic issues, root causes, and completion delays, and recommend broader preventive actions.
  • Identify and participate in process-improvement initiatives and compliance projects with regional and global stakeholders.
  • Forecast and track the budget for the assigned scope of work.
  • Develop and implement training plans for standards, regulatory, and reporting requirements, including environmental compliance and global security management.
  • Assess training and retraining needs with local, regional, and global management and participate in creating compliance-training content.
  • Provide subject-matter-expert guidance on site-level audit findings and compliance questions.
  • Act as the single point of contact for site-level compliance-related customer and third-party audits.
  • Review site-level audit evidence and ensure sites are prepared for upcoming audits.
  • Raise document change requests for changes to local site-level management-system assets.
  • Provide input to and host site-level Management Review meetings.
  • Help budget for site-level compliance needs and requirements.
  • Ensure site-level compliance with new and existing local, federal, and regulatory requirements and follow up on actions.
  • Conduct site inspections focused on local, regional, federal, and company requirements.
  • Assist Data Center Managers with implementing site-level compliance policies and processes according to global requirements.
  • Manage compliance through first-line-of-defense actions with local, regional, global Operations, and cross-functional teams.
  • Ensure the global Operations Compliance team follows regulatory and compliance standards and company guidelines, including communication with external stakeholders.

Chinese AI boom sends Hong Kong data center prices soaring. SHARE/SAVE Aug 7, 2026 Chinese tech firms, from Bytedance to artificial intelligence startups, are driving demand for Hong Kong's data centers, helping push lease prices up by nearly double this year. The AI boom, fueled in part by the success of DeepSeek, has prompted more Chinese firms to use Hong Kong as a springboard to test models and expand overseas. Deals for digital infrastructure accelerated in the last quarter, driving up prices for data center capacity on a per-kilowatt basis, according to Structure Research, a data center consultancy. Chinese "hyperscalers," including Alibaba Group Holding and Tencent Holdings, are increasing their capacity in the city, said Jason Zhou, senior analyst with the research firm. Some Chinese independent boutique AI firms are also entering the market to expand their overseas presence, he added. "I would say 90% Chinese and 10% Western" for data center leasing deals in the past few months in Hong Kong, Zhou said. "It's almost entirely a Chinese market now." AI usage has drastically increased tech giants' demand for capacity, as opposed to the lower requirements needed for cloud services in the past, he said. "Chinese players are very open to deploy inference AI in Hong Kong, so they need to buy a lot of capacity." As a result, wholesale pricing bands offered to hyperscalers have increased by 90% from the beginning of the year, one of the largest rises in Asia. Wholesale prices are now as much as $180 per kilowatt, still far behind the $300-$490 range in Singapore, where supply is constrained, according to Structure Research. For these fast-growing tech firms, Hong Kong offers advantages over the mainland. Its free flow of data and direct access to the international market stands in contrast to China's tightly controlled internet environment. "If you want to train some of your AIs and compete in an international space, Hong Kong is a nice cocoon to test some of your AIs and see how you fare," said Zhou. Major data center operators including SUNeVision Holdings, DayOne Data Centers and Equinix are among those benefiting from the AI boom and raising billions of dollars in debt to fund their expansion plans. Still, financial firms remain a key source of demand for digital infrastructure in the business hub. "It's important not to ignore the size of the customer base here in terms of traditional finance - it's big," said Dauwood Malik, managing partner in Hong Kong at law firm Clifford Chance, who has worked on data center deals. The rise of algorithm trading also results in higher demand for capacity, he added. In a recently opened HK$1 billion ($127 million) facility by Equinix, financial services, together with tech companies, make up most of the demand. For finance customers who care about latency, Hong Kong's location near major markets like Singapore and Tokyo makes it hard to miss, said Simon Lockington, senior director at Equinix. "Just from a geolocation point of view, Hong Kong really has some advantages, plus the momentum and weight of being a financial hub is too big to ignore," Lockington said. Equinix covers full costs of Georgia grid upgrades in 20-year ratepayer protection deal

Equinix has partnered with Central Georgia Electric Membership Corporation to develop a data centre in Hampton, Georgia, using a contract model designed to shield ratepayers from infrastructure costs. Under the 20-year take-or-pay agreement, Equinix will cover all expenses for grid upgrades, including a new high-voltage substation and transmission lines. The arrangement aligns with what the company describes as President Trump's Ratepayer Protection Pledge. Equinix will provide upfront payments for infrastructure improvements and assume financial responsibility for any cost overruns associated with the project. The Hampton facility is expected to generate up to $20 million annually in property tax revenue and create more than 990 jobs. Equinix has operated in metro Atlanta for over 15 years.
