Requirements

  • Minimum of 6 years of experience in the Department of Defense, OSD, or Service Headquarters related to international armaments cooperation
  • Direct experience with Foreign Military Sales and Defense Exportability policy
Responsibilities
  • Provide analytical and programmatic support to international acquisition and exportability programs, including reviewing acquisition documents and preparing technical briefings.
  • Assist with policy development and analysis related to export policy, technology security, and foreign disclosure to preserve U.S. technological advantages.
  • Manage the execution of DEF Program studies, including planning and overseeing research, development, testing, and evaluation (RDT&E) funding.
  • Foster relationships with DoD program offices to identify and nominate new projects for the DEF Program, and coordinate activities across multiple functional areas.
  • Collaborate with the OUSD(A&S)/IC Budget Analyst and DEF Program stakeholders to maintain accurate budget tracking and expenditure reporting in DoD systems.
  • Support acquisition and requirements reviews by delivering key analytical products and assessments.
  • Maintain and update program governance documents, standard operating procedures (SOPs), and other guidance materials.
  • Provide timely analytical support for urgent tasks including data calls, budget queries, project updates, and briefings to senior leadership.
  • Coordinate meeting logistics and support for high-level DoD acquisition and security cooperation engagements.
  • Review and contribute to acquisition program documentation to ensure exportability, international cooperation, and standardization requirements are met.
  • Analyze policies and documentation related to international standardization, cooperative opportunities, technology transfer, Yockey Waivers, and logistics.
  • Prepare recommendations and talking points for senior leaders participating in major acquisition forums such as Defense Acquisition Boards (DABs), Overarching Integrated Product Teams (OIPTs), and Arms Transfer and Technology Review Senior Steering Group (ATTR SSG).
  • Identify and implement best practices in program management and systems engineering to support early integration of exportability features, including Critical Program Information (CPI), Anti-Tamper, Information Assurance, and Differential Capabilities.

  • Expertise in security disclosure, export control, and cooperative acquisition processes
  • Strong oral and written communication skills, with experience drafting policy and guidance documents
  • Proficiency in Microsoft Office Suite for developing briefings, reports, and executive-level presentations
  • Familiarity with electronic business tools used for staffing coordination and senior decision-making support
