Intoxilyzer Technical Supervisor

Provides scientific oversight of the Breath Alcohol (DWI) programs in place in local law enforcement departments contracting with Dallas County for these services. Applies scientific principles and knowledge of breath test instrumentation to evaluate breath alcohol tests performed by police operators. Certifies, maintains, and repairs breath test equipment; trains operators and reviews all tests they conduct; implements all policies and procedures established in the “Texas Breath Alcohol Testing Regulations”, and testifies in court regarding the testing, results, and interpretation of breath alcohol analyses.

Management scope: Supervises the technical proficiency of police officers who operate breath alcohol testing instrumentation per “Texas Breath Alcohol Testing Regulations” established by the Texas Department of Public Safety; currently the office supervises approximately 400 police operators and 24 instruments in 20 jurisdictions.Education, Experience and Training:
Education and experience equivalent to a bachelor’s degree in chemistry or in a job related field of study. Three (3) years of additional experience required. Must be certified or capable of becoming certified by DPS as a Technical Supervisor (among other requirements, DPS requires a minor in chemistry or 18 semester hours of chemistry and specified training in order to become certified).

Special Requirements:
Must possess knowledge of chemistry, toxicology, electronics, and computers. Ability to operate, maintain, troubleshoot, and repair breath alcohol testing laboratory instrumentation; degree level knowledge of mathematics and chemistry; skill in the use of standard laboratory techniques; knowledge of chemical and biological safe handling procedures; must possess good oral and written communication skills for lay, legal, and technical audiences; ability to work well with others; ability to direct technical actions of others; working knowledge of computers; ability to drive. Required to testify as an expert witness.

Physical/Environmental Requirements:
The employee is routinely required to work in areas with potential exposure to biological and/or chemical hazards. The employee is required to follow good laboratory practices and safety precautions including the use of personal protective equipment. Manual dexterity and visual acuity sufficient to accurately execute standard protocols; lifting of 50 pounds to bench height is required. Must possess a valid Texas Drivers’ License.1. Trains certified police officer operators of breath testing instrumentation;
Reviews and evaluates analytical results of all breath tests conducted;
conducts on-site and remote inspections of breath test sites; prepares and
tests chemical reagents and standards; notifies the DPS Scientific Director
of non-compliance with applicable DPS regulations.

2. Provides expert testimony in court regarding all aspects of the breath alcohol
testing program and the interpretation of the significance of breath test data.

3. Implements quality control/quality assurance programs in the laboratory;
remain current in technical and academic knowledge.

4. Assists in furthering the quality and development of the breath testing
program in Texas; provides information/reports to the Scientific Director.

5. Provides on-call, after-hours emergency instrument repair.

6. Performs other duties as assigned.
