Requirements
  • Bachelor’s degree in analytic or qualitative field or equivalent training and experience, plus at least 9 years of relevant, progressively responsible experience, which included 3 years’ experience in nuclear operations or nuclear maintenance such as those found at a Department of Energy nuclear facility, commercial power plant, or United States Navy Nuclear Propulsion Program.
  • Proficient in using Power BI Desktop for report development and Power BI Service for publishing and sharing reports.
  • Familiar with or possess knowledge, skills, and abilities of Conduct of Operations per Department of Energy Order 422.1, Conduct of Operations, Personnel Selection, Training, Qualification, and Certification Requirements per DOE O 426.2, Facility Safety per DOE O 420.1, Quality Assurance requirements per DOE O 414.1, Verification of Readiness to Start -up or Restart per DOE O 425.1, Human Performance Improvements per DOE Standard 1028, and Price-Anderson Amendments Act requirements.
  • Knowledge, skills, and ability to comply with requirements-based systems and adequately provide resolutions or corrective actions to address identified weaknesses or deficiencies.
  • Primary work location with be at the Nevada National Security Site, located approximately 65 miles northwest of Las Vegas, NV.
  • Primary work schedule is Monday - Thursday (4/10s).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
  • MSTS is required by Department of Energy directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a Department of Energy security clearance.

Responsibilities
  • Conduct routine planned in-field walkthroughs to monitor adherence to standard operating procedures and identify areas for improvement.
  • Thoroughly document results and provide timely feedback to personnel for immediate corrective actions.
  • Monitor post-fixes or improvements to continuously monitor and provide a feedback loop that evaluates effectiveness intervention and employee progress.
  • Utilize the Human Performance Improvement (HPI) model to systematically identify performance gaps, root causes, and pinpoint areas requiring development or support.
  • Conduct tailored briefings and coaching activities to address identified gaps and reinforce desired behaviors.
  • Establish quantitative and qualitative dashboards and performance metrics with key performance indicators using Power BI Desktop to measure the impact of HPI initiatives, trends, and guide future improvements.
  • Interpret operational data objectively, focusing on patterns, correlations, and root causes that support strategic resolutions and produce actionable insights. Prepare summary information, evidence-backed conclusions, recommendations, action plans as needed to support analysis and facilitate follow-up meetings to discuss next steps.
  • Design visual (charts, graphs, etc.) presentations to clearly define the problem, present supporting data, and outline root cause analysis results to include evidence-based solutions, anticipated benefits, and corrective timelines to support informed decision-making.
  • Facilitate meeting discussions to promote engagement, solicit feedback, clear action items, and accountability.
  • Point of Contact to ensure compliance with DOE O 422.1, Conduct of Operations (CONOPS), exercise judgment within the level of responsibility as a representative of CONOPS, and provide guidance to facility, project, and other company personnel concerning expected performance of company policies, directives, and established work processes.
  • Key responsibilities include developing and updating CONOPS program directives, triennial matrix review and updates, ensuring staff are trained and qualified, and monitoring adherence with leading indicator metrics. Additionally, identify areas for improvement and convey deficiencies to management.
  • Point of Contact in support of the Abnormal Event Drill Program ensuring that all personnel assigned certified and qualified roles are thoroughly familiar with both immediate and recovery actions required during operational events.
  • Maintain and oversee the design, scheduling, and execution of drills that simulate various scenarios, verifying that Drill Coordinators understand and can effectively carry out their responsibilities in accordance with company directives.
  • In addition, provide comprehensive training to facility personnel designated as Drill Coordinators, equipping them with the knowledge and skills necessary to plan, conduct, and evaluate drills efficiently.
