Requirements
  • An undergraduate degree in a related field including organizational behaviour/development, adult education, psychology, curriculum development, educational technologies, e-learning design, instructional design, or an equivalent combination of education and experience.
  • A minimum of five years of progressive experience in learning and development, organizational design, and employee development.
  • Demonstrated expertise in designing and delivering varied learning and development programs, processes, resources, and tools in face-to-face, online, and hybrid formats.
  • Advanced knowledge and application of adult learning theories, concepts, methodologies, practices, and strategies for developing, delivering, and assessing workplace learning solutions for diverse audiences and outcomes.
  • Practical experience using project management principles, practices, and methodologies.
  • Demonstrated proficiency with varied e-learning tools, including learning management systems, content authoring tools, video conferencing platforms, collaboration tools, interactive learning tools, and assessment and evaluation tools.
  • Demonstrated practical experience with decolonization, equity, diversity, inclusion, and belonging initiatives.
  • Exceptional relational competence and demonstrated success creating and maintaining relationships, nurturing networks, and working collaboratively with internal and external stakeholders and subject matter experts.
  • Demonstrated ability to assess learning needs and organizational constraints and requirements to determine, design, develop, and deploy effective learning solutions.
  • Demonstrated ability to manage multiple changing priorities and aggressive timelines.
  • Demonstrated ability to work independently and as part of a dynamic, diverse, cross-functional hybrid work team.
  • Exceptional verbal and written communication skills and ability to use multiple communication channels to inform, educate, and influence diverse stakeholders.
  • Strategic-thinking, organizational, analytical, decision-making, and problem-solving skills.
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Word, Outlook, SharePoint, and Teams.
  • Ability to analyze complex and sensitive situations and accurately research, analyze, interpret, and organize information to inform decision-making and innovation.
Responsibilities
  • Provide expertise in the design, development, delivery, and evaluation of employee learning and development.
  • Research and recommend emerging trends, tools, methods, and strategies for professional development and workplace learning.
  • Identify opportunities and recommend innovations and applications for projects, programs, and initiatives aligned with the College's strategic objectives.
  • Advise on and model adult learning scholarship, instructional design, new technology, and emerging trends.
  • Advise on policies, practices, programs, projects, and processes supporting team, department, and organizational strategic objectives.
  • Participate in developing, implementing, and evaluating an annual calendar of professional and leadership development opportunities.
  • Identify partnership and project opportunities.
  • Partner with stakeholders to identify employee learning needs and learning and development solutions.
  • Consult with leaders on innovative and effective workplace learning solutions.
  • Provide consultation, education, training, support, and resources on learning technologies for employee development.
  • Provide consultation for learning and teaching with technology in face-to-face, mixed-mode, and online delivery.
  • Lead the selection, curation, creation, and execution of online, hybrid, and in-person learning opportunities in collaboration with subject matter experts.
  • Create, conduct, and analyze needs assessments using surveys, focus groups, interviews, and performance data.
  • Design, deliver, and customize workplace learning solutions supporting individual, team, departmental, and College objectives.
  • Apply instructional design theories, practices, and methods to create relevant, interactive, engaging, and effective learning opportunities.
  • Apply universal design for learning principles to make learning accessible and address decolonization, equity, diversity, and inclusion.
  • Use learning platforms, learning management systems, educational technologies, and media to facilitate access, support inclusion, foster engagement, promote learning, and achieve learning outcomes.
  • Design and develop accessible online learning experiences meeting SCORM and xAPI standards.
  • Identify, implement, and maintain current knowledge of technologies such as augmented reality, gamification, adaptive learning platforms, multimedia, artificial intelligence, and data analytics to enhance instructional delivery.
  • Manage learning management systems to deploy, monitor, and evaluate e-learning content and troubleshoot technical issues.
  • Support and consult with subject matter experts to maximize technology use in learning design.
  • Identify and maximize technology supporting the employee learning experience.
  • Collaborate with the Manager, Employee Learning and Development, on selecting, developing, implementing, maintaining, evaluating, enhancing, and promoting learning management systems, learning technologies, and educational media.
  • Create and customize dashboards tracking learning and development activity completion, progression, feedback, evaluations, and other metrics.
  • Recommend, build, customize, and prepare reports for varied stakeholders and needs.
  • Use feedback and data analytics to refine and improve programs and address gaps or improvement areas.
  • Ensure accessibility and adherence to Web Content Accessibility Guidelines, equity, diversity, inclusion, and Indigenization in all activities.
  • Make recommendations based on evaluation processes and results to inform ongoing strategic planning.
  • Perform other related duties and assist with assigned projects.
