As a US Government Contract Compliance Manager within our Procurement Risk Management & Supplier Diversity Team, you will play a crucial role to ensure that Sanofi spends public funding in accordance with the highest ethical standards, driving our procurement support activities for Sanofi US Vaccines M&S and R&D of US Government-trained senior subcontract managers and administrators to comply with US Government Procurement regulations.

Drive Compliance:
Assessing Sanofi’s purchasing system readiness to pass a contractor purchasing system review (CPSR)
Under legal oversight, will assist compliance efforts for Government contract team (training, reporting, procurement integrity, pricing integrity and auditing requirements)
Prepare and assist with internal audit processes, planning, execution, reporting and follow-up.
Monitor compliance of procurement function and other subcontracting as part of a broader government contract or award
External Engagement
Close interaction with government team in charge of government contracts for the procurement of commercial items to coordinate practices and policies.
Assesses information received from government contracting agencies and regulators and disseminates to impacted personnel.
Adapting commercial procurement operations to address federal procurement regulatory compliance requirements and socio-economic regulations.
Internal Stakeholder management
Conducting weekly staff meetings to assign tasks, track task completion, identify emerging problem areas and resolve conflicts or other issues as they arise.
Monitoring procurement file establishment and maintenance Identifying compliance risk and escalating to corporate for resolution.
Liaising with Accounting, Finance, Legal, Global Procurement and internal controls to achieve compliance activities in the areas of incurred cost submission support, invoice reviews for cost allowability, subcontract and solicitation template development and risk management.
Training
Providing hands-on contract support to buyers and requesters in soliciting, negotiating, awarding and surveilling subcontracts under multiple workstreams
Identifying and developing training required to achieve compliance in a variety of procurement aspect.
Developing policies, processes and procedures as needed to implement compliance with federal procurement regulations.
Onboarding and offboarding contingent staff, including addressing their computing, training and communications needs, and documenting performance reviews.
Database Management, reporting & advocacy:
Overseeing procurement file peer review planning, scheduling, and execution
Ensuring that all US Vaccines M&S and R&D buyers and requesters making purchases under a US government prime contract are adequately trained to understand compliance requirements, identifying target training populations and assigning training modules as appropriate to their roles and responsibilities.
Briefing Steering Committee as needed regarding critical compliance matters (staffing, policies & procedures, compliance phase-in approach)
Leading cross-functional working group to identify, strategize and implement needed compliance approaches.
Conceptualizing, implementing, maintaining and expanding the GPCC Portal - a standalone, online subcontract lifecycle management capability that provides interactive pre-award and award guidance to Sanofi buyers performing purchasing activities under a US Government prime contract.
support Leadership with PowerPoints, metrics reporting and other report outs and updates as requested.
Act as PMO for the Group leader- head of procurement risk, supplier and govt. compliance
About You
Earned Bachelor’s degree in law, public administration, business, or a related field (Master’s or JD strongly preferred).
Minimum 5 years of experience in a compliance role, preferably within a government agency or a highly regulated industry (e.g., healthcare, finance, defense).
Strong understanding of government regulations, including FAR (Federal Acquisition Regulation), other relevant compliance frameworks.
Excellent communication, organizational, and leadership skills. Strong analytical abilities and attention to detail. Proficient in compliance management software.
Certified Compliance and Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), or similar credentials preferred.
Experience in Life Sciences, Healthcare or Pharmaceutical industry is preferred.
Experience managing compliance in a government contracting environment is extremely helpful.
Familiarity with whistleblower laws and government auditing processes is ideal.
Experience with export controls, trade compliance, or federal privacy regulations is preferred.
Fluent in English is a must.
