Requirements
  • A bachelor’s degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or a related field, or ten years of specialized Federal Government or Government Contractor contracting and procurement experience; education and experience may be substituted interchangeably.
  • Four years of experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members with responsibility for compliance.
  • Two years of procurement experience with a Contractor Purchasing System Review-compliant purchasing system.
  • Proficiency and experience with automated procurement systems.
  • Intermediate presentation, teambuilding, and leadership skills.
  • Intermediate-level mathematical skills.
  • Proficiency in Microsoft Office products, including Excel and Microsoft Word.
  • Ability to obtain and maintain the required intelligence community-level clearance.
  • Ability to successfully pass employment background checks and drug testing as required.
  • Ability to travel up to 25% of the time, including travel to domestic and international worksites and company offices.
  • Ability to work safely and adhere to established company safety policies.

Responsibilities
  • Lead a team of procurement professionals in awarding, administering, and closing out purchase orders, subcontracts, and contracts for supplies, materials, equipment, and services.
  • Supervise and provide guidance, training, and direction to procurement staff to achieve operational objectives.
  • Oversee team performance and daily operations, ensuring operational requirements are achieved and key performance indicators are met or surpassed.
  • Provide procurement support to internal business and operational teams to acquire goods and services in a timely and cost-effective manner.
  • Provide guidance and interpretation of company procurement policies and procedures, the Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, and other supplemental acquisition regulations.
  • Review purchase requests for completeness and accuracy and resolve discrepancies and errors with requestors.
  • Source, negotiate, and procure materials and services through approved purchase requests.
  • Perform market research, evaluate suppliers and subcontractors, issue requests for quotes and requests for proposals, analyze quotes and proposals, and select approved vendor offers according to source-selection criteria.
  • Create and maintain purchase orders and subcontracts in the designated procurement system, ensuring supplier information, pricing, delivery schedules, and terms are accurate and current.
  • Track, manage, and expedite purchase orders and subcontracts; resolve discrepancies and manage modifications or cancellations while documenting and communicating changes.
  • Perform procurement file reviews for team members and provide guidance to ensure compliant procurements.
  • Facilitate audits by providing required documentation and participating in discussions with auditors.
  • Maintain complete and accurate procurement records, including purchase orders, contracts, subcontracts, supplier communications, and compliance documentation.
  • Ensure procurement activities comply with company policies and procedures, the Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, and other supplemental acquisition regulations.
  • Identify, design, implement, and support continuous improvement initiatives.
  • Ensure staff meet performance standards, adhere to company policies, and achieve established goals.
  • Provide direction, resources, ongoing support, and prompt issue resolution while fostering staff growth and accountability.
  • Perform other related duties as assigned.
Desired Qualifications
  • A valid current passport.
  • An advanced degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or a related field, or twelve years of specialized purchasing experience; education and experience may be substituted interchangeably.
  • Six years of experience in a direct supervisory capacity managing, motivating, developing, and overseeing staff members with responsibility for compliance.
  • Four years of experience with a Contractor Purchasing System Review-compliant purchasing system.
  • Advanced knowledge and experience with automated procurement systems.
  • Contracting or supply chain management professional certifications.
