Requirements
  • Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP-C) credentialing requirements as required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO)
  • Current QMHP-C, and/or licensed Board of Oregon (LPC, LCSW, PHD, etc)
  • A driver’s license is required
  • This position requires a Background Investigation, which may include being fingerprinted.
Responsibilities
  • Provides direct mental health services to children (infants to age 6) and their families and caregivers referred by self, Preschool for all provider, staff and Mental Health Consultants (MHCs) for prevention and treatment of mental, behavioral, social, familial and educational setting difficulties.
  • Services include triage and referral to community services, mental health assessment, Diagnostic and Statistical Manual of Mental Disorders (DSM) diagnosis, crisis intervention, and/or coordination of services.
  • Enrolled clients may receive individual, group and/or family therapy, environmental intervention, case management and care coordination.
  • This role also requires clinical documentation in an electronic health record, summary assessments for referents, knowledge of and utilization of clinical tools for assessment and reviewing prior clinical records.
  • Ensures all clinical documentation is completed within required timelines, according to federal, state, department and division policies and procedures.
  • Determines appropriate level of care, including the need for emergent or urgent care, and coordinates referrals to higher levels of care and community mental health providers.
  • Facilitates coordination of referrals to the programs Child and Adolescent Psychiatrist for consultation.
  • Provides preventive mental health services (e.g., Positive Behavior Intervention Supports to classroom teachers, parenting classes and parent education presentations, etc.) to children, families, caregivers, partner agencies and the community.
  • Collaborates with Preschool for all providers in specific outreach and engagement to children and families who may have cultural or other barriers to mental health services.
  • Additionally, coordinates with community agencies, natural support systems, churches, etc. to increase awareness of and access to positive mental health resources for children and families.
  • Provides mental health coordination, planning, and consultation to Preschool for all staff, Child Care Resource and Referral (CCRR) staff and site staff (e.g., Administrators, Family Service Workers, Early Child Special Education/Early Intervention Service Providers, Teachers and others), Mental Health Consultants (MHCs) and community professionals (e.g., Physicians, Child Welfare Workers, etc.), regarding understanding mental health systems and levels of care; interpretation of mental health terms including diagnostic categories and psychological testing for the purpose of understanding and case planning; behavior management strategies (for an individual child or classroom); strategic intervention techniques with complex clinical, educational or administrative systems and challenging child/family systems or situations.
  • Knowledgeable of the availability and types of community resources for children and families; collaborative in implementation of strategies in working with multiple agencies who are involved with the same child and/or family.
  • Advocates on behalf of children and families as they come in contact with and navigate various systems, including Department of Human Services (Child Welfare) and Developmental Disability Services.
  • Participates in individual and group supervision with the program supervisor or lead for the purpose of reviewing clinical cases; administrative meetings; and department sponsored training with other MHCs and Behavioral Health Division (BHD) administration.
  • Attends professional trainings and seminars for the purpose of professional development, including attending community trainings to acquire Continuing Education Units (CEU) for licensure and credentialing.
  • Maintains awareness of professional standards through reading and discussion with team members and clinical supervisor.
  • Attends required county, department, division and program meetings and trainings for the purpose of staff development.
  • Completes all required county, department, division and program administrative data.
  • Prepares and collects all required county, department, division and program quantitative data for tracking, contract compliance, and key result purposes.
Desired Qualifications
  • Appropriate Oregon Licensing Board LCSW, LCP, Clinical Psychologist (preferred)
  • Screening and/or Investigator experience in an adult and/or child protective services program.
  • Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.
  • Lead with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
