  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Business Administration, Information Technology, Product Management, or in a job-related field of study.
  • Six (6) years of work-related experience in product management, leadership role in information technology, or digital transformation.
Responsibilities
  • Defines and oversees a County-wide digital product vision aligned with strategic goals and public service outcomes.
  • Guides product teams in delivering high-impact, scalable, and sustainable solutions across multiple domains.
  • Ensures delivery aligns with enterprise architecture, operational priorities, and equity frameworks.
  • Leads enterprise planning for major platform enhancements, migrations, and user experience initiatives.
  • Establishes long-term product success metrics and ensures teams are equipped to meet them.
  • Anticipates service delivery risks, roadblocks, and systemic challenges; leads mitigation efforts.
  • Partners with operational leaders to ensure solutions are supportable, maintainable, and resilient.
  • Serves as a champion for innovation and technology adoption across County departments.
  • Leads product portfolio planning, resource alignment, and delivery governance at the enterprise level.
  • Establishes cross-team product management standards, playbooks, and delivery frameworks.
  • Creates transparency through dashboards, KPIs, OKRs, and executive-level reporting.
  • Partners with budget, procurement, and compliance teams to ensure delivery efficiency and accountability.
  • Drives prioritization processes that align funding, staffing, and delivery timelines.
  • Optimizes cross-platform coordination and integration across multiple departments or systems.
  • Identifies delivery bottlenecks and leads organization-wide improvement initiatives.
  • Aligns product operations with cybersecurity, legal, accessibility, and records compliance.
  • Collaborates with enterprise architects and technical leaders to shape platform vision and ecosystem strategies.
  • Influences long-term architectural planning and technology investment decisions.
  • Ensures products align with County-wide modernization, interoperability, and digital transformation efforts.
  • Guides development of platform roadmaps, data integration strategies, and shared components.
  • Participates in innovation planning, proof-of-concept pilots, and solution evaluations.
  • Promotes scalable, reusable, and modular design across the product ecosystem.
  • Aligns product decisions with policies around privacy, open data, and civic transparency.
  • Advocates for inclusive, user-centered design across public-facing and internal platforms.
  • Leads County-wide product performance and health assessments.
  • Institutionalizes continuous improvement practices across all product teams.
  • Defines enterprise benchmarks for quality, usability, and accessibility.
  • Promotes data-informed iteration, rapid learning, and experimentation at scale.
  • Drives resolution of long-standing technical debt, service gaps, or operational constraints.
  • Guides post-implementation reviews and ensures lessons learned translate into action.
  • Supports development and use of product maturity assessments.
  • Champions a culture of accountability, transparency, and iterative improvement.
  • Leads a matrix team of Product Managers, Lead Product Owners, and other digital leaders.
  • Provides executive-level coaching, mentorship, and leadership development.
  • Defines workforce planning strategies to meet evolving technology and service delivery needs.
  • Supports recruitment, succession planning, and skill-building across product teams.
  • Fosters a collaborative, user-centered product culture across the organization.
  • Oversees team performance management, feedback, and recognition processes.
  • Leads internal product community development and knowledge-sharing initiatives.
  • Acts as a trusted advisor to County executives, department directors, and external partners.
  • Aligns product portfolios with County-wide policy, funding, and community priorities.
  • Builds and maintains partnerships with residents, nonprofits, and regional collaborators.
  • Represents product strategy in executive committees, governance boards, and public forums.
  • Guides stakeholder engagement planning for enterprise platforms and public services.
  • Translates technical strategy into outcomes that resonate with policy and business leaders.
  • Supports public communications, community engagement, and co-design efforts.
  • Champions digital equity and inclusion through engagement with historically underserved communities.
  • Performs other duties as assigned.
Desired Qualifications
  • Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), or SAFe Product Owner/Product Manager.
  • ITIL, Six Sigma, or Agile coaching certification is a plus.
  • Experience leading enterprise-scale platforms, systems, or user-facing applications in a public sector environment preferred.
