Overview
The Joint Learning Network for Universal Health Coverage (JLN)brings together 35 member countries committed to achieving universal health coverage (UHC). The JLN is a member-driven network and facilitates high-impact practitioner-to-practitioner experience sharing and learning to identify solutions to common challenges.
The Foundational Reforms for Financing and Delivery of PHC Collaborative is a two-year JLN collaborative (October 2023-September 2025) funded by the Bill and Melinda Gates Foundation (BMGF) and facilitated by Results for Development (R4D). This collaborative creates a platform for country teams to share lessons and innovations, propose solutions to solve challenges, and co-produce knowledge that countries can adapt and implement foundational reforms to strengthen the financing and service delivery of PHC.
Purpose
The purpose of this role is to serve as a member of the technical facilitation team, co-designing and delivering responsive and high-quality facilitation on topics prioritized by the community. The consultant will also support the development and dissemination of final learning products highlighting results and key achievements from the overall collaborative.
Specific Activities
1. Active technical facilitator
• Regularly engage and collaborate with collaborative members; continuously communicate with participants and invite/inform/update/remind on progress
• Support the organization/mandate of the sub-groups (e.g., workplan, budget, expected outputs, etc.)
• Organize and participate in regular meetings and virtual webinars (e.g., identify resource countries for participant countries to learn from; engage with resource country expert/participant to organize webinars)
• Help support the design of and participate in in-person meetings
• Seek opportunities for cross-technical collaboration between sub-groups
• Help ensure continuous line of communication/participation among sub-group members
• Prepare for and participate in facilitation roles at in-person meetings
• Guide/coach group of countries in their specific learning exercises and identify and/or provide technical expert support if needed
2. Contribute to the co-development of a final knowledge product
• Collaborate with sub-group members to design a final knowledge product based on peer-learning exchanges
• Encourage sub-group members to provide technical input and feedback as requested
• Support synthesis of technical input and feedback received into the final knowledge product; Provide input to final outputs/knowledge produce of the Collaborative work

Deliverables
• Organize and facilitate sub-group meetings with support from overarching collaborative coordinators and sub-group members

• Support design and co-production of the final knowledge product
Reporting
The consultant will report to the Senior Program Officer (Adwoa Twum) and will collaborate with other members of the R4D team at key points in the process.
Qualifications:
• Advanced degree in health financing or other relevant field of study
• 7+ years of experience
• Experience in facilitation and collaborative learning
• Demonstrated working experience with PHC
• Strong written and oral English abilities
• Fluency in Spanish or French a plus
